Description

The Vice President of Operations Planning plays a critical leadership role in aligning TBTA operations with the MTA’s strategic priorities by overseeing policy governance, digital systems strategy, enterprise compliance, and cross-agency initiatives. This position ensures operational consistency, regulatory readiness, and long-term modernization across TBTA and the Congestion Relief Zone.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Work Location: 2 Broadway/Randall’s Island

Overtime Eligibility: Not eligible for paid overtime in accordance with FLSA

Vice President, Operations Planning

Key Responsibilities

Management and Maintenance of TBTA policies and procedures:

  • Oversee strategic planning to develop, maintain, and effectively communicate all relevant policies and procedures to TBTA personnel numbering approximately 1,000 including Security & Operations, Facility Management, Tolling Management, Environmental, Health & Safety, and various other departments.
  • Oversee strategic planning to develop, maintain, and monitor an automated policy review process to ensure alignment with current activities.
  • Direct the design and implementation of policy alignment with corporate MTA.

Information Systems and Technology Strategy:

  • Serve as the principal liaison for the review and assessment of all electronic and digital information systems (approximately 50 existing applications) to develop a long-term roadmap that ensures continuous operation, system upgrades, and a structured replacement program in coordination with MTA IT.
  • Lead the coordination of the development of a long-term technology strategy in partnership with MTAIT, develop and categorize software criticality scores, and implement a plan to consolidate software systems as appropriate.

Corporate Governance and Compliance:

  • Provide executive oversight and leadership in assessing, revising, developing, and monitoring TBTA’s policies, procedures, and processes.
  • Direct the design and implementation of a quality assurance program and complete a risk assessment to ensure policy and procedure compliance.
  • Lead the coordination of TBTA’s input on MTA-wide policies to align with agency operations.

Audit and Investigations Management:

  • Oversee strategic planning to manage all aspects of corporate audit activities, including internal and external audits and investigations involving TBTA.
  • Serve as the principal liaison for the agency’s responses to audits and investigations, ensuring compliance and coordinating risk mitigation strategies.
  • Lead the coordination of TBTA staff to prepare for agency-wide audits, identifying issues and risks while recommending solutions to executive management.
  • Lead the coordination of MTAHQ Audit and Corporate Compliance teams to ensure adherence to industry and government regulations.
  • Lead the coordination of TBTA and HQ communications teams to prepare responses to press inquiries regarding audits and investigations

Manage Agency-wide Administrative Functions:

  • Oversee strategic planning of the design and implementation of the TBTA’s facility strategy.
  • Lead the coordination of new TBTA-wide initiatives
  • Lead the coordination of strategic initiatives with C&D and MTA shared services

Qualification & Requirements

  • Bachelor’s Public Administration, Public Policy, Political Science, Business Management, Business Administration, Management, Finance, Transportation, Urban Planning, Information Systems, or a related field.
  • Must have a minimum of sixteen (16) years related experience in transportation, policy management, infrastructure management, corporate strategy, finance, asset management, or a related field.
  • An equivalent combination of education and experience may be considered.
  • Minimum ten (10) years’ experience in management or supervisory role in a large, multi-faceted organization.
  • Significant experience in program management for large government agencies or businesses with highly complex systems.
  • Experience collaborating with governmental agencies, boards, and public stakeholders is critical.
  • Proficient in Microsoft Office Suite and document management software.
  • Valid driver’s license in the State of New York.
  • Knowledge of governance, risk management, and compliance (GRC) principles.
  • Excellent communication and interpersonal skills.
  • Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.
  • Demonstrated ability to effectively work in a high-profile, high-pressure environment.
  • Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
  • Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
  • Must possess excellent team building, listening, problem solving, and prioritization skills.
  • Ability to respond to any authority location on a 24/7 basis when required.

Preferred

  • Master’s degree preferred or strongly desired, especially in Business Administration (MBA), Public Policy, or a technical field relevant to operations or information systems.
  • Experience with infrastructure systems (e.g., bridges, tunnels, transit, tolling).
  • Strong understanding of policy management, technology infrastructure, and space optimization
  • Knowledge of audit, compliance, and regulatory requirements for government agencies or public authorities.
  • Knowledge of transportation policy, tolling systems, sustainability initiatives, and infrastructure investment strategies.
  • Experience working with shared services models and cross-agency collaboration (e.g., Construction & Development (C&D), IT, Legal).
  • Experience working with MTA, state or federal transportation agencies, or large public-sector organizations.

  • MTA Bridges and Tunnels is governed by the Civil Service Rules and Regulations administered by the Department of Citywide Administrative Services (DCAS).
  • Also, pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
