Description

The Office of the Chief Operating Officer (COO), reporting directly to the President of the University, is responsible for overseeing internal and campus-focused operational priorities, including leadership and coordination of key teams such as Human Resources, IT, Enterprise Data, Project Management, Shared Services, Workforce Policy, and Operational Strategy. These divisions support both the UNC system office’s internal operations and provide strategic leadership across campus. The COO’s office advises the President, fosters relationships on his behalf, and engages with Chancellors to further the President’s strategic priorities, ensuring alignment between operational practices and institutional goals while driving efficiency and innovation throughout the University.

The Vice President of Shared Services (VPSS) is a senior System Office executive responsible for leading a broad portfolio of administrative and strategic functions that support the 17 UNC constituent institutions and the System Office.

Key Responsibilities

Currently, the UNC System Office provides significant shared services in Information Technology, Benefits administration, Payroll, and Advancement administration with growing efforts in contracting. This role requires a system-wide leader who can translate priorities into scalable, high-impact operating models with a focus on delivering value and customer service to the partner campuses.

The VPSS operates across both executive and operational domains—partnering with chancellors and cabinet-level leaders to align priorities and advance system initiatives, while ensuring frontline teams deliver reliable, consistent, and responsive support. This new role will combine considerable self-supporting service lines consisting of over 70 FTE, previously managed by different units and at different levels of maturity. This leader brings strong communication, leadership, and systems-thinking capabilities to unify diverse functions into a coordinated, high-performing ecosystem.

The VPSS is accountable for building institutional trust, strengthening adoption, and maintaining operational discipline across these areas. Through continuous refinement and performance management, the role ensures services deliver measurable value, improved efficiency, and a high standard of performance across the UNC System.

This position will generally work at least three days per week on site at the Dillon building in downtown Raleigh’s Warehouse District with some required travel to partnering institutions. UNC System employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station.

Qualification & Requirements

Minimum Education, Experience, and Skills

  • An earned Bachelor’s degree from an accredited college or university is required.
  • An advanced degree (MBA, MPA, or related field) is highly preferred.

Required Competencies

  • Demonstrated ability to lead large, complex, multi-functional teams through other leaders, with responsibility for both strategic direction and operational execution across diverse service areas.
  • Demonstrated strategic thinking and executive judgment; ability to operate independently, prioritize effectively, and maintain focus on long-term system outcomes while managing near-term operational demands.
  • Exceptional communication and influence skills, with the ability to translate complex operational or technical concepts for executive audiences while also providing clear direction and support to frontline teams.
  • Demonstrated expertise in enterprise data management, data governance, analytics, and use of data to drive operational decision-making.

Preferred Education, Experience, & Skills

  • Experience in shared services or enterprise service delivery is valued but not required; candidates with strong leadership experience in complex multi stakeholder organizations are encouraged to apply.
  • At least 7–10 years of senior leadership and supervisory experience in higher education, multi-institution public systems, government/public-sector operations or large and complex private sector organizations.
  • Experience with change management methodologies, organizational design, and leading teams through significant transformations.
  • Demonstrated expertise in enterprise data management, data governance, analytics, and use of data to drive operational decision-making.
