Description

The Payroll Enablement Lead is a key role for the organization within the Manila Capability Center. This role will be accountable for developing and operationalizing business strategies, overseeing the health of the center’s operations & portfolio while leading complex cross-regional projects & programs, and driving initiatives that improve the overall effectiveness of the organization, in the areas of quality & analytics, digital solutions, and training & documentation, amongst others. This role will provide leadership and guidance to a team of specialized resources to execute and deliver on functional priorities and commitments.

We are looking for an experienced, innovative, and forward-thinking leader with a strong background in strategic planning, vendor & service management, portfolio & project management, and process excellence, complemented by exceptional collaboration & communication skills adept in partnering with cross-functional leaders and stakeholders globally.

The position will report to the Global Services Payroll Capability Center Manila Director.

Senior Manager, Payroll Enablement

Key Responsibilities

Strategic and Financial Planning

  • Lead/facilitate center initiative and business planning exercises, and monitoring progress against plan
  • Partner with the Finance Team to oversee financial management, headcount cost and allocation, and efficient usage of the center’s budget
  • Lead and support the development of business cases that can create 3E (efficiency, effectiveness, experience) value for the organization

Portfolio & Project Management

  • Create transparency on portfolio commitments and outcomes by establishing an integrated portfolio of all projects, programs, and operations-led initiatives where the center is involved
  • Develop and manage a governance system that reviews the status of the center’s portfolio, identifying risks/issues and its impact on schedule, scope, and cost
  • Oversee the intake and assessment of new work and expansion of scope for the center
  • Establish standards to ensure the center’s operational readiness on various types of projects
  • Lead complex projects/programs as assigned from planning, execution, to closure. Perform overall program/project risk assessments, develop contingency plans, map out interdependencies, recommend mitigations as needed.
  • Serve as an advisor to initiative leaders to ensure center-led and supported projects are executed with quality

Quality, Analytics, & Digital Solutions

  • Establish business processes to define, track, and manage the center’s key performance metrics that can be leveraged across regions
  • Design and maintain dashboards that capture operational health and performance to support decision-making
  • Regularly review performance data and benchmark against industry standards to extract actionable insights and identify opportunities to improve service operations and experience
  • Drive process simplification and overall effectiveness of the organization by leveraging & deploying digital solutions (e.g. automation, workflow orchestration, machine learning, artificial intelligence, etc.)

Process Excellence

  • Develop a knowledge management system for the center’s processes and documents
  • Collaborate with global process leaders and capability center partners to ensure process and strategy alignment
  • Establish a comprehensive training strategy and framework for new and existing resources
  • Lead, promote, and support continuous improvement initiatives across the center

Leadership

  • Provide leadership, direction, and coaching to a set of specialized resources under the Payroll Enablement team to deliver on strategic initiatives
  • Oversee the selection, hiring, and onboarding of new team members
  • Support the development of each team member’s capabilities, knowledge, and skills
  • Promote a culture of inclusivity, accountability, continuous improvement, and data integrity

Qualification & Requirements

  • A bachelor’s degree or equivalent is required
  • A minimum of 10 years of prior experience in service operations and project management in a shared services / business process outsourcing organization (Payroll, Finance, Procurement, HR, and/or IT fields are preferred)
  • A track record to drive business outcomes and can identify and capitalize on opportunities, identify risks/issues, assess implications, formulate recommendations, and drive sound decisions
  • Strong strategic, analytical, and transformative thinking skills are required
  • Effective communication, partnership and relationship-building skills, operating as a global leader with understanding & appreciation of different cultures
  • Experience in leading people and teams is required
  • Experience in managing external vendors is required
  • Adaptable, can navigate through ambiguity, and work effectively in a fast-paced environment
  • Excellent English language written and verbal communication abilities, with strong presentation and facilitation skills and can speak to a diverse set of audience is required
  • Certification in the following areas are preferred: Payroll, Project Management, Lean Six Sigma, Data Analytics, Design Thinking, SDLC
  • Experience in knowledge management systems and proficiency with compliance requirements (e.g. SOX, business controls, etc.) are preferred
