Description

The CoE Senior Director – Commercial ensures procurement and supply chain services are strategically aligned to ROSHN’s Shared Services priorities. It drives vendor governance, contract management, and cost optimization while enabling local content development and supply-side resilience.

The role transforms procurement into a competitive advantage, embedding value engineering, commercial intelligence, and digitization in support of projects delivery and corporate procurement.

Key Responsibilities

Strategic Alignment & Governance:

  • Translate corporate strategy into procurement and supply chain Shared Services priorities.
  • Establish governance frameworks, vendor SLAs, and compliance mechanisms.
  • Identify gaps in procurement efficiency and implement corrective actions.

Operational Efficiency & Service Excellence:

  • Standardize sourcing, tendering, and contract lifecycle management.
  • Lead adoption of digital procurement platforms and automated workflows.
  • Embed vendor performance monitoring and continuous improvement practices.

Transformation & Change Enablement:

  • Support organizational rightsizing through procurement efficiency and cost optimization.
  • Drive local content programs and value engineering initiatives.
  • Partner with delivery teams to ensure procurement supports project milestones.

Analytics, Reporting & Insights:

  • Develop procurement dashboards for cost savings, vendor performance, and local content KPIs.
  • Consolidate commercial reporting for executive dashboards.
  • Provide insights on procurement resilience and supply-side risks.

Innovation & Capability Building:

  • Build innovation pipeline for commercial intelligence and vendor partnerships.
  • Drive capability development across procurement teams.
  • Create communities of practice for contract management and supply chain resilience.

Reports To: Group Chief Shared Services Officer (GCSSO)

Key Interfaces: Commercial, HR, IT & Digital, Strategy & Corporate Affairs, Finance, GRC

Key Deliverables:

  • Procurement & Supply Chain Operating Model and governance framework.
  • Procurement KPI dashboard (cost savings, vendor performance, local content).
  • Transformation roadmap for procurement digitization and vendor governance.
  • Repository of commercial templates, standards, and best practices.
  • Innovation pipeline for supply chain resilience and commercial excellence.

Qualification & Requirements

Qualifications

  • Bachelor’s in Business Administration, Supply Chain, Engineering, or related field (Master’s preferred).
  • 15+ years in Procurement/Commercial, preferably with Shared Services transformation experience.
  • Proven ability in contract management, vendor governance, and supply chain optimization.
