Description

The Government Finance and Reimbursement Leader serves as Sutter Health’s primary financial advisor on all matters related to government reimbursement programs, including Medicare and Medi-Cal. This position is critical in developing strategic solutions for complex accounting and financial reporting issues while supporting senior leadership in evaluating and responding to changes in reimbursement policy and program structure.

Key Responsibilities

Working closely with the CEO, COO, CFO, and other key executives, this role provides high-level financial analysis, contributes to long-range planning, and ensures alignment of financial strategies with organizational goals. The leader partners with Financial Planning & Analysis and external consultants to drive effective budgeting and forecasting processes, proactively identifying reimbursement opportunities and risks.

This position also acts as a central liaison between system leadership and finance, delivering expert guidance, consulting, and communications to ensure informed, data-driven decision-making across the enterprise.

Qualification & Requirements

EDUCATION

  • Equivalent experience will be accepted in lieu of the required degree or diploma.
  • Bachelor’s: Accounting, Finance, Business Administration or related field or equivalent education/experience

TYPICAL EXPERIENCE

  • 12 years of recent relevant experience.

PREFERRED EXPERIENCE

  • Strong background in healthcare accounting principles with specific experience in governmental program accounting.
  • Hands-on experience analyzing and interpreting federal and California state healthcare reimbursement rules and regulations.
  • Experience resolving complex financial reporting issues, particularly those related to cost allocation, revenue recognition, and compliance with government regulations.
  • Deep experience with developing and reviewing budgets, financial forecasts, and pro forma models for healthcare organizations.
  • Skilled in presenting complex reimbursement and financial issues in a clear, concise manner to both finance and non-finance audiences.

SKILLS AND KNOWLEDGE

  • Working knowledge of accounting and/or finance operations.
  • Working knowledge of basic principles and methods of accounting, auditing and financial reporting, including generally accepted accounting principles (GAAP).
  • Understands the business and service organization best practices.
  • Strategic skills for reviewing processes and strategies to ensure successful alignment with business needs and for identifying improvement opportunities
  • Analytical skills with proven ability to resolve issues/problems by leveraging business and functional knowledge and client relationships.
  • Ability to manage projects from inception to successful implementation.
  • Ability to operate strategically and tactically.
  • Demonstrates credible leadership presence, with the ability to respond to questions with logic, clarity, calmness and authority.
  • Ability to influence others by persuasion, negotiation, and problem solving, and to move others to recognize and appreciate different points of view and to consider/accept alternative options.
  • Collaborative working style to facilitate open sharing of information and cooperation with various project participants and/or stakeholders.
  • Demonstrates a proactive approach to identifying and resolving issues to manage/minimize risks.
