Description

Cape Fox Shared Services is seeking a Proposal Manager to join our growing team in Chantilly, VA. The selected candidate for this role primarily will be responsible for managing and writing proposals, responding to RFIs and Sources Sought notices, and assisting with other business development activities in support of our business growth goals, strategic initiatives, and diverse service offerings. This position is a highly visible role that works closely with executive leadership, business development and capture personnel, and operations management.

Key Responsibilities

  • Managing proposals, including all aspects of the proposal development, pre-proposal planning activities, kick-off meeting, theme development, value articulation, schedule management, proposal structure, compliance oversight, team instructions and guidance, review team coordination, and production oversight
  • Conducting RFP analysis, identifying all requirements and criteria for evaluation, and preparing and distributing the detailed proposal schedule, outline, and guidelines.
  • Developing and maintaining proposal management-related artifacts for each opportunity to include kick-off materials, master outline and compliance matrix, schedule, annotated outlines, writing instructions and templates, daily stand-up agenda, proposal team contact list, action items, and color team review briefings
  • Facilitating, and driving the discussion during solution strategy sessions with Presidents, capture manager, and subject matter experts
  • Capturing and helping to document customer hot buttons, win themes, our approach/solution, and features and benefits at the level required for a compelling proposal response
  • Interviewing technical subject matter experts for the development of proposal content and artifacts Leading and participating in collaborative sessions to refine win strategy, competitive assessments, and customer pain points or hot buttons
  • Writing and editing proposal narrative based on input from applicable sources and geared toward Federal Government clients and help design graphic concepts
  • Tailoring available content for customer focus and compliance with project requirements
  • Developing and distributing proposal-related documentation, including compliance matrices, outlines, schedules, writing guidance, and kick-off presentations
  • Coordinating with contracts management and pricing staff on cost and contractual volumes to ensure appropriate schedules and inputs
  • Conducting proposal compliance reviews to ensure all RFP criteria are met and that responses are cohesive and coherent
  • Leading partner calls and developing and distributing related data calls

Qualification & Requirements

Education and/or Experience:

  • Bachelor’s Degree preferred
  • 5+ years’ experience in Federal proposal development (to include writing the full proposal)
  • Experience with an Alaska Native Corporation (ANC) is a plus
  • Experience with broad service offerings – information technology, healthcare, cyber security and/or facilities support services is a plus

  • Flexible and open to changing priorities and managing multiple tasks simultaneously within compressed time frames
  • Must be authorized to work in the United States as defined by the Immigration Reform Act of 1986
