Description

The Director of Procurement Shared Service is securing the procurement shared services activities for Direct and Indirect commodities and of Content management services for all sites equipped with ARIBA buying within the scope of Shared Services Organization.

Ensures the definition and the achievement of all service delivery targets within the own organization and aligned with the global Global Procurement Shared Services strategy. Has budgetary planning and site management responsibilities. Acts as an escalation point for any issues raised by customers or the team. Ensures excellent customer service and level of satisfaction in the area. Is accountable for the acquisition and the development of talents.

Key Responsibilities

Achieving Business Results and Operational Excellence

  • Manage customer expectations and adapt the Procurement Shared Services organization to maintain alignment between capacity, global demand plan, and local opportunities
  • Accountable for the smooth delivery of operational procurement services, in line with agreed Service Level Agreements (SLAs)
  • Ensure that the team has all the resources (work force, materials, accesses, etc.) in place on a day to day basis to meet all its service commitments

Stakeholder Relationship and activity development

  • Build strong relationships with key stakeholders at Region, Cluster and Country level, in order to legitimate PSS as a value adding partner organization Operational procurement activities.
  • Develops mid and long term vision of the needs of Procurement Shared Services in the Region, through the maintenance of a demand plan linked to the 3YP and S&OP.
  • Ensures commitments are validated by all parties involved and maintains the documents as a reference for reporting
  • Proactive in seeking feedback on the team’s performance, develop and execute action plans to continually improve stakeholder satisfaction levels
  • Act as a final point of escalation for any issues raised by customers or the team

Act as Talent Champion

  • Recruit best in class procurement personnel
  • Develop competencies and people development through PMC process
  • Responsible for team performance
  • Ensure customer focus and process orientation
  • Ensure high levels of team engagement and motivation
  • Provide feedback and support team members
  • Promote the Alstom Code of Ethics and adherence to the highest standards of ethical conduct.

Continuous improvement / Knowledge Management

  • Guarantees compliance with Core Model processes, usage of common tools, foster contributions to the development of these processes and tools through team experience feedbacks and improvement requests.
  • Organize collaboration with Procurement Shared Services teams from other areas, and with Central BPOs, to share best practices and improve Standard operating procedures
  • Ensure capitalisation of all documents and operational evidences necessary to guarantee ICQ compliance, leverage APSYS audits, and enable continuous improvement.

Governance

  • In charge of budget definition in alignment within Global Procurement Shared Services budget and local regional governance. Accountable of budget achievement, of providing figures for back charge at detailed level on a quarterly basis (Reporting unit and below as per Core model).
  • Accountable of timely reporting at all management level : operational achievements at country level, strategic reporting at Cluster/Region and Domain level.
  • As member of the Global Procurement Shared Services governance committee, reports all demands that are outside of the core model and cannot be accommodate within the capacity, costs or commitments taken as part of the global roadmap

Qualification & Requirements

  • Business and/or Engineering school, Procurement master degree preffered
  • 15 years of experience of procurement operations in industrial and international context
  • Strong knowledge of Procurement function
  • Management experience of multicultural teams
  • Strong leadership & communication skills in English and other language(s)
  • Solid Change management skills, including in intercultural environment, to move change through the organization
  • Continuous improvement and lean methods
  • Reliable, autonomous, results and internal customer services oriented
  • Agile with data analytics and information system
  • Good Project Management skills
  • Solid level of Business Acumen
