Description

The Performance, Contract, Commercial and Finance Lead is a strategic leadership role within the UNITY Programme, responsible for overseeing the financial, commercial, and contractual frameworks that underpin shared services across MHCLG and its Arm’s Length Bodies (ALBs). This role ensures that service delivery is commercially sound, financially sustainable, and aligned with programme objectives and value-for-money principles.

You will lead the development of ALB recharging models, manage procurement and contract lifecycles, and design performance frameworks to monitor ERP and service KPIs. Acting as the commercial lead and contract owner, you will engage with vendors, delivery partners, and internal stakeholders to ensure compliance, accountability, and benefit realisation.

This is a high-impact role for a commercially astute lead with strong financial oversight, contract management expertise, and a deep understanding of shared services and transformation programmes.

Key Responsibilities

As the Performance, Contract, Commercial and Finance Lead you’ll:

  • Develop and implement ALB recharging models for shared services
  • Lead procurement activity for new and renewal contracts across Unity and retained services
  • Act as commercial lead and contract owner for all Unity service providers and systems
  • Design and operate performance frameworks to monitor ERP and service delivery KPIs
  • Maintain programme-wide budget tracking, forecasting and cost allocation
  • Lead benefits realisation planning and tracking, ensuring alignment with business case objectives and measurable delivery of strategic outcomes
  • Coordinate financial modelling and business case development to support investment decisions and programme governance
  • Report to programme board on financial health, delivery risks and value-for-money metrics
  • Lead financial audit readiness and compliance assurance for Unity-related spend.

Qualification & Requirements

As the Performance, Contract, Commercial and Finance Lead you’ll have:

  • Proven experience in commercial and contract management within large-scale public sector or transformation programmes
  • Strong understanding of shared services, ERP commercial frameworks, and financial governance
  • Experience in budget management, cost allocation, and forecasting across multi-agency environments
  • Skills in procurement strategy, vendor negotiation, and contract lifecycle management
  • The ability to design and monitor performance frameworks, including KPIs and benefit tracking
  • Strong stakeholder engagement and reporting skills, with experience presenting to senior governance boards
  • Familiarity with audit readiness, compliance assurance, and public sector financial controls
