HR and Change & Engagement Lead

Key Responsibilities

  • Leadership – provide visible and strong functional change leadership for ICS, engaging stakeholders and creating the right conditions to support effective change across people, process and technologies, specifically in relation to the Matrix Programme and how we implement the technology and processes across ICS, DSIT and DESNZ.
  • Representation – act as the key working level ICS HR representative. Represent ICS, DSIT and DESNZ on working groups on policy, processes, data, operating model considerations, requirements and other collateral. Take responsibility for approving artefacts on behalf ICS, agreeing these in advance with senior HR stakeholders.
  • Change management – ensure effective briefing, engagement and change management activities take place in respect of ICS, DSIT and DESNZ and are aligned to the Matrix Business Design Authority (and Technical Design Authority where relevant). Own key business change and change readiness documents.
  • Stakeholder engagement and management – quickly build trust and credibility through effective relationships, working collaboratively and providing effective challenge to drive forward the required changes.
  • Communications – ensure effective briefing of HR stakeholders; working closely with colleagues to ensure programme communications support the understanding and acceptance of change, enabling programme benefits to be realised.
  • Delivery – ability to deliver change in an operational environment, working with programme colleagues to ensure impacts are fully understood, documented and planned for across people, process and technologies.

Essential criteria

  • Significant HR experience and expertise (ideally across a range of specialisms) with the ability to confidently speak for HR, engaging relevant colleagues as required.
  • Excellent leadership skills with the ability to inspire confidence from ICS senior functional leadership (Chief People Officer and HR Deputy Directors), operational colleagues, Matrix programme team and wider stakeholders; driving forward change as we develop and implement new ways of working.
  • Ability to use initiative to work through problems and look ahead to ensure successful delivery, challenging and supporting functional colleagues, and providing and securing ICS HR input to the programme.
  • Highly organised, with the ability to quickly understand and assess issues, set direction and lead others to drive change across people, process and technologies.
  • Experience of working on change programmes would be advantageous.
