Description
The Buildings and Logistics Department (annual budget of approximately €30M) plays a central role in maintaining and improving departmental infrastructure, thus contributing to the quality of services offered to citizens. As an office manager, you will play a key role in ensuring the reliability and security of procedures and reducing payment deadlines, and you will contribute to the development of a modernized accounting function. Main Missions Organize, plan, manage and report on the office’s accounting activity, ensuring the continuity of the accounting chain. Manage, Supervise and Lead a Team.
Key Responsibilities
- Manage, Supervise and Lead a Team by defining and monitoring collective and individual objectives, and by following up on their achievement,
- Provide accounting expertise on the financial execution of public contracts, the payment of subsidies and revenues
- Strengthen team cohesion through regular sharing of information and best practices
- Identify potential malfunctions or sources of improvement and seek solutions
- Contribute to strengthening the security of the accounting chain through internal control actions and updating procedure sheets Participate in the various cross-functional accounting and budgetary modernization projects of the community, be a driving force for proposals, (M57, Certification, particularly with regard to the modernization of the expenditure chain

- Know how to manage: mobilize and drive work dynamics within the office
- Ability to work in a team, to ensure smooth communication within the office, and in conjunction with other offices in the department and with partner departments
- Know how to transmit your knowledge, expertise and/or know-how in an educational manner
- Know how to alert your contacts and/or your hierarchical line of hazards, constraints and difficulties
- Knowing how to take initiatives / being proactive

- Know how to anticipate, alert, monitor and follow up
- Know how to organize and distribute work according to objectives, schedule and workload

Techniques
- Knowledge of the organization and functioning of local authorities
- Mastery of the financial management of local authorities, budgetary and accounting regulations
- Control of the financial execution of public contracts, and in particular works contracts
- Knowledge of financial information systems (use of the Grand Angle software package) and query tools (Business Object)
