Description
We are seeking a visionary leader to take charge of designing, establishing, and launching a state-of-the-art offshore IT center that will support one of the top financial institutions in Saudi Arabia. This role is central to a major international initiative led by Efigence, with a strong focus on identifying the most strategic and efficient location across the MENA and European regions. The successful candidate will be responsible for conducting a thorough market analysis to recommend the ideal setup for a world-class, future-ready IT operation.
Key Responsibilities
Analysis and Recommendation of Operational Location
- Conducting an in-depth comparative analysis of the European markets (with a special focus on CEE and the Balkans) and the MENA region.
- Assessing the availability of IT talent, legal conditions, operational costs, business environment, and political-regulatory stability.
- Preparing reports and presentations with location recommendations for the Efigence Board, Supervisory Board, and key stakeholders on the RB side.
Design and Launch of Offshore IT Center
- Developing a comprehensive operational model, organizational structure, and governance framework.
- Overseeing the selection of the location, suppliers, and local partners, ensuring legal and formal compliance with the launch process.
- Creating process frameworks for services: software development, IT infrastructure management, data analysis, cybersecurity.
Operational Management of the Center
- Recruiting and developing technology teams.
- Implementing performance management models (KPIs, SLAs, cost per service unit).
- Ongoing collaboration with support teams (HR, Finance, Administration) to ensure the efficient and effective functioning of the service center.
- Ensuring compliance with local and international standards in the areas of security, data privacy, and industry regulations.
Strategic Advisory for the Board
- Developing long-term growth and expansion strategies for the service center.
- Monitoring trends in the IT/outsourcing industry and translating them into specific operational initiatives.
- Building relationships with key stakeholders—both internal and external—including regulators and international partners.
Qualification & Requirements
- Experience: At least 8-12 years in IT services, operational centers, banking, or strategic consulting.
- Documented success in creating, developing, and managing technology centers (shared services / nearshore / offshore) – preferred experience in organizations employing over 200 people as a necessary condition for the role.
- Highly developed interpersonal, advisory, and strategic skills: ability to work with company boards, experience in advising on operational transformation, cost optimization, and sourcing structures.
- Analytical skills: proficiency in market analysis, risk assessment, operational and cost modeling.
- Knowledge of the business realities of Central and Eastern European markets and the MENA region.
- Education: higher education – management, IT, economics, MBA; postgraduate studies in capital markets or digital transformation are a plus.
- Languages: fluent in English; knowledge of Arabic is an advantage.Documented success in creating, developing, and managing technology centers (shared services / nearshore / offshore) – preferred experience in organizations employing over 200 people as a necessary condition for the role.
