Description

The department has 20 agents and welcomes apprentices. It keeps the establishment’s accounts and establishes its financial account, in accordance with the provisions of the GBCP decree. Under the authority of the General Directorate of Services, it ensures the implementation and monitoring of the establishment’s budgetary and financial policy.

Key Responsibilities

MAIN ACTIVITIES

Develop the ENS Budget

  • Design decision-making tools to strengthen the management of the financial function in collaboration with all the departments concerned
  • Building budget models
  • Identify needs and data after arbitration
  • Establish regulatory budget tables and carry out consistency checks
  • Prepare budget restitution tables for the financial account in conjunction with the accounting officer

Budget Management and Monitoring

  • Ensure the management of the budgetary structure
  • Participate in the monthly payroll budget integration process
  • Manage financing agreements relating to doctoral contracts for students assigned to other establishments
  • Develop, control and analyze budgetary restitutions addressed to the establishment’s departments and entities (HR, Heritage, earmarked revenues, globalized revenues, others, etc.)
  • Contribute to the financial management of the establishment provided by the division attached to the DGA Pilotage

Management of the Shared Services Center (CSP) :

  • Manage the financial management of expenditure falling under the Directorate and services of the General Directorate of Services (DGS)
  • Coordinate the management of expenses by carrying out legal commitments (purchase order, opening of markets, mission order), in compliance with the establishment’s purchasing policy
  • Manage the financial monitoring of all DGS services and monitor the adequacy of credit openings
  • Produce reports on multi-year projections and related communication documents

Cross-Cutting Activities

  • Contribute to the implementation of internal budgetary control and the related quality approach, in conjunction with the establishment’s dedicated contacts
  • Coordinate responses to PAP and RAP surveys and ministerial surveys having a budgetary or even financial impact
  • Continue the quality upgrade of SIFAC following the switch in 2023
  • Participate in awareness-raising and training activities in the field and disseminate good practices in budget management and monitoring
  • Provide an advisory and expert role

JOB SPECIFICITIES

  • Availability required at certain times of the year depending on the budgetary and accounting calendar (IB vote, amending budgets, financial accounts, etc.);
  • Know how to manage your activity within a complex schedule and management framework in a position involving a high level of autonomy.

Qualification & Requirements

EXPECTED SKILLS

Diploma: BAC + 3 in finance, accounting, management control

Significant professional experience in a similar or partly similar role Knowledge

  • Masters the techniques of general accounting and financial management,
  • Knowledge of the budgetary regulations applicable to public establishments, in particular the principles of the GBCP,
  • Knowledge of the organization of higher education establishments,
  • Knowledge of budgetary and financial information systems including SIFAC
  • Project management methodology
