The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Executive Director – Business Services

Key Responsibilities

The largest change to Manitoba’s provincial health-care system in a generation is laying the foundation for strategic system realignment and improved patient care. We require a proven executive level, province-wide leader with experience building and implementing shared services to join an integrated senior leadership team and build effective pan-system relationships that drive strategic and sustainable outcomes, enable the work of partner service delivery organizations, provide centralized business functions and provincial health services. Digital Health focuses on supporting clinical and business systems as the foundation for leveraging electronic data in the delivery of health-care services. Business Services within Digital Health provides the operational planning, implementation, management, adoption, optimization, and sustainment of business and administrative productivity services. It maintains delivery, implementation, ongoing support and adoption of digital health business services, working with the service management support function within Shared Health and its customers.

We have an opportunity for an executive director who will lead Business Services as a member of Digital Health senior management, reporting to the chief information officer. As this role is provincial in nature the work location is flexible and final determination of the work location will be made in consultation with the successful candidate. The executive director has operational oversight of the service area, which provides and maintains systems and solutions for enterprise resource planning (ERP), and additional diverse human resources, recruiting, learning management, scheduling, payroll, accounting, financial, supply chain, and billing tools for IT Service Management, communication, productivity and collaboration tools, for office videoconferencing and virtual meetings, and for business process efficiency and administrative services as a shared service provider to the health-care system.

Additionally, the successful candidate will:

  • Develop productive relationships with business leaders across organizations to influence how services can enable new sources of value;
  • Align the provincial shared services service management framework to standardize the use of provincial business systems;
  • Oversee our provincial service desk, account management, and the service support function including incident, problem, configuration, change and release management practices (ITIL); and;
  • Lead Business Services in the delivery, implementation, ongoing support and adoption, vendor management including supplier engagement and service levels, service level agreements with service delivery partners, and overall operational and staff performance.

The successful candidate’s leadership, professionalism, diplomacy, and continuous improvement orientation will be evident as they collaborate to provide excellent customer service and support an integrated province-wide health-care system that provides multiculturally respectful health services delivery.

Qualification & Requirements

Experience

  • 15 years of progressive experience including:
    • 10 years of senior or executive management experience in business transformation, strategic planning, participating in business services planning, process development and system implementation, and leading the management of business information systems for a large ICT services organization ensuring operational sustainment and service management according to ITIL processes and running a 24/7 on-call support team.
    • 5 years of experience leading a matrixed team to ensure collaboration and effective operations, working in a leadership role managing operational support for business systems, services and technologies including ERP (such as SAP), collaboration technologies, and office productivity technology systems (such as Microsoft Office, Skype, and Adobe productivity, communication and collaboration tools).
    • 5 years of experience applying strong program/project management in leading multiple, large, cross-functional teams on projects, delivering executive-level presentations and influencing, leading and managing negotiations with senior-level management and key internal and external stakeholders.

Education (Degree/Diploma/Certificate)

  • Post-secondary or post-graduate degree in business, computer science or technology from an accredited educational institution; an equivalent combination of education and experience may be considered.
  • Vendor certification in system administration and analysis in the organization’s current enterprise resource planning (ERP) system is an asset.

Certification/Licensure/Registration

  • Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.

Qualifications and Skills

  • Demonstrated comprehensive senior leadership capabilities. Shared Health has adopted the LEADS in a Caring Environment framework.

Physical Requirements

  • Able to work safely in a typical computerized office environment, be available for regular travel within the province, and lift and move items of up to approximately 25 pounds.
