The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Director, Rural Health Transformation (RHT). The selected competitive candidate will provide exceptional delivery of services to the Director’s Office.

Director, Rural Health Transformation (RHT)

Key Responsibilities

Job responsibilities will include, but are not limited to:

  • The Director of the Office of Rural Health Transformation will manage the implementation of the Rural Health Transformation Program in Virginia, authorized under Public Law 119-21.
  • The Rural Health Transformation Program is a five-year roughly one-billion-dollar investment to transform Virginia’s rural health care landscape.
  • The incumbent will effectively lead, manage and provide oversight of the federal allocation for the duration of the five-year grant to improve health outcomes in rural Virginia. Specifically, this position will provide oversight and management of a series of initiatives to grow Virginia’s rural health workforce, connect Virginians with care in their communities, reduce chronic disease and foster technology innovation.
  • This position will work closely with the Governor’s Office, Office of the Secretary of Health and Human Resources, DMAS Executive Leadership Team and key leadership within other Commonwealth of Virginia agencies for program implementation and maintenance.
  • The incumbent will represent DMAS with internal and external stakeholders to develop and maintain public and private partnerships to ensure positive program outcomes.
  • The incumbent will also have grant and contract management responsibilities by providing oversight and leadership to operational staff within the RHT Initiatives and RHT Shared Services Units.
  • This role includes leadership of cross-functional teams, and coordination with internal departments. The business needs for this position have in office requirements to include but not limited to travel, including overnight travel (intra- and inter-state) for meetings, staff development and training meetings, conferences and/or trainings several times per year.

Qualification & Requirements

  • Competitive candidates will meet these minimum qualifications:
  • Extensive experience with internal/external stakeholders such as the Governor’s office, Secretary of Health and Human Resources, Virginia General Assembly, provider organizations and local health departments.
  • Extensive experience in applying knowledge of health care program development and evaluation.
  • Extensive experience with meeting deadlines and managing multiple priorities/initiatives.
  • Extensive experience with computer software such as Microsoft Office or similar software.
  • Extensive experience resolving unusually complex and sensitive problems.
  • Experience in effectively lead, manage and mentor a professional staff to include senior managers.
  • Considerable experience in project and grant management to ensure deliverables are met.
  • Considerable knowledge/experience with Virginia’s health policy and public health landscape.
  • Considerable knowledge in interpretation and application of federal and state public health laws/regulations.
  • Experience with grant writing, reporting and budget oversight.
  • This position requires travel, including overnight travel (intra- and inter-state) for meetings, conferences and/or trainings several times per year.

Additional Considerations

Competitive candidates should meet these additional considerations:

  • Extensive experience with the development, implementation, operation and evaluation of programs that improve health care access and community well-being.
  • Considerable experience with federal financial reporting and grants management.
  • Considerable experience providing expertise, consultation and assistance in the areas of public health and disease prevention.
  • Experience managing relationships with the Administration to include legislators, government officials, Virginia’s Public Health stakeholders including Localities and Community Partners as well as federal partners which include the Centers for Medicaid & Medicaid services for program effectiveness and positive outcomes.
