Description

A vacancy exists for a Director of Business Services at the Montgomery County Intermediate Unit. The Director for the Office of Business Services administers and supervises all financial operations as they relate to the Intermediate Unit. This includes the continual display of leadership, organizational and communication skills in all areas of Financial Management, Budgeting, Food Service Management, Payroll, Cooperative Purchasing, Pupil Transportation, and Cash Management.

Key Responsibilities

  • Collaborate with Executive Director and Intermediate Unit leadership team members to develop strategic financial plans aligned with the Intermediate Unit goals.
  • Maintain accurate financial records and ensure compliance with all state and federal accounting standards and coordinate with external auditors to facilitate annual financial audit.
  • Manage the Intermediate Unit’s internal control system to mitigate financial risks.
  • Ensure compliance with all relevant regulations regarding grants, reporting, and financial transparency.
  • Manage effective and secure cash management system for Intermediate Unit funds.
  • Create, monitor, and manage the Intermediate Unit budget. This includes setting budgets, negotiating contracts, and analyzing spending trends.
  • Prepare financial reports, analysis, and statements for Intermediate Unit administrators, governing bodies, auditors, and government agencies.
  • Oversee the Intermediate Unit’s Food Service and Pupil Transportation operations.
  • Manage payroll administration for the Intermediate Unit.
  • Oversee Intermediate Unit purchasing processes, including vendor selection and contract negotiations, including the countywide cooperative purchasing initiatives.
  • Determine Intermediate Unit risk management insurance policies/procedures and insurance purchases.
  • Serve as Trust Manager for the Southeastern PA Schools Trust.
  • Direct and supervise the efforts of all assigned personnel in the Office of Business Services.
  • Review and approve all contracts.
  • Develop and maintain a long-range Capital Replacement Plan, as well as capital fund/debt service financing requirements.
  • Provide on-going assistance and leadership to Montgomery County Business Administrators including coordinating and providing leadership for county-wide business administrator meetings. Actively seek opportunities to support the work of the local school district business administrators.
  • Serve as a resource for development and presentation of financial data for negotiations.
  • Seek alternative sources of revenue to support MCIU programs and services.
  • Serve as Treasurer for the Montgomery County Intermediate Unit Education Foundation and ExplorationsPHP, Inc. (in accordance with established agreements).
  • Serve as Assistant Board Secretary (as needed).
  • Serve as the Intermediate Unit Right-to-Know Officer.
  • Perform all other duties as assigned by the Executive Director.

Qualification & Requirements

  • Minimum of Master’s Degree in appropriate field; Doctorate preferred.
  • Minimum of 12-15 years of progressive experience, including 8-10 years at a leadership level
  • Pennsylvania Certified School Business Administrator certification preferred.
  • Expertise (includes one of more of the following):
    • Oversight of staff
    • Responsibility of IU-Level Budget
    • Frequently interfaces with Board, Customers, and Stakeholders
  • Project management experience, including proven ability to analyze complex financial data and make informed decisions.
  • Understanding of Intermediate Unit operations and applicable state and federal regulations.
  • Excellent communication, problem-solving, and organizational skills.
  • Ability to follow through to complete assigned tasks with minimal supervision, ability to schedule time to meet deadlines to work independently, and ability to make work-related decisions.
  • Ability to work as a member of a team; courteous and able to deal effectively with staff, students, and public; and cooperative, congenial, and service-oriented.
  • Original certificates of clearance from the State Police, Child Abuse Registry, and PDE FBI.
