We are a supportive group of professionals who enjoy working hard and providing superior service to our customers. Enrollment Management employs over 200 FTE’s and RGP’s, around 250 student workers per semester, and 50 temporary faculty and staff.

The Enrollment Management Central Office is a shared services model business office that serves the needs of the seven offices within Enrollment Management. EMCO’s primary focus is serving the needs of the Office of Undergraduate Admissions, Visitors Center, Enrollment Data Analytics, Office of Student Financial Aid and Scholarships, and the Office of New Student Orientation. But we serve as a support resource (Division contact) for two additional offices (Registrar’s Office and TRIO Programs).

We are looking for an experienced human resources professional who is creative, dynamic, resourceful, and diligent to lead the HR activities of Enrollment Management.

Director of Human Resources for Enrollment Management

Key Responsibilities

Essential Function (20% of the time)

  • Using a high level of judgment and discretion, develop, direct, and execute all human resource training for staff in the offices in the division of Enrollment Management.
  • Craft training programs and conduct training audits to determine who needs what training when (e.g. internal training for supervisors and training for staff, students and temps within the unit).
  • Oversee training materials to make sure they are kept up to date.
  • Plan, organize and develop new training routines for growing and changing departments while adapting to technological changes.
  • Attend trainings offered through central HR to keep up to date on all new developments.

Essential Function (20% of the time)

  • Strategically develop, manage, implement, and communicate Division-wide administrative policies and procedures relating to personnel for offices within Enrollment Management (EPMS; Telecommuting; Professional Development; Division-wide Employee Recognition; Screening, Hiring and Onboarding; Classification and Compensation; Equity and more) in consultation with Vice President, Assistant Vice Presidents, and department Directors.
  • Support unit staff members and utilize expertise to advise on personnel activities.
  • Create and manage online “toolbox” for HR needs to disseminate information to division employees with job aids for various topics.
  • Direct and develop foundational documents and guides for internal EMCO team on HR policies and procedures.

Essential Function (25% of the time)

  • Hire, train, and directly supervise up to two Assistant Directors who manage HR activities within the division of Enrollment Management.
  • Work closely with the Assistant Directors to ensure that HR actions are being submitted and tracked, and are running smoothly, timely, and efficiently while providing a high level of support to departmental customers.
  • Develop and maintain good relationships with staff members within central HR unit in order to facilitate workflow.
  • Provide backup for Assistant Directors when they are out of office.

Essential Function (25% of the time)

  • Direct, counsel, advise, and assist all employees in Enrollment Management with troubleshooting and resolving departmental issues related to human resources.
  • Act as the primary contact for all unit Directors for high-visibility issues such as grievances, employee performance issues, benefits, payroll, exit interviews, etc.

Essential Function (5% of the time)

  • Contribute as member of the Enrollment Management Central Office senior leadership team.
  • Participate in the strategic and tactical collaborative decision-making process for the Enrollment Management Central Office
  • Provide mutually beneficial resources and support for all EMCO staff (eg workflow calendars, all-staff meetings/trainings, etc.).
  • Mentor and guide EMCO staff as needed on a variety of topics.

Essential Function (5% of the time)

  • Contribute as member of the Enrollment Management Central Office senior leadership team.
  • Participate in the strategic and tactical collaborative decision-making process for the Enrollment Management Central Office.

Qualification & Requirements

Job Related Minimum Required Education and Experience

  • Requires a bachelor’s degree in a job related field and 5 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.

Preferred Qualifications

  • Knowledge or experience with the State’s classification system and Human Resources regulations. Experience performing job analysis, market pricing, and salary survey participation.
  • At least 3-5 years of experience managing, leading, or overseeing a fast-paced work environment, preferably within an administrative/business office setting.
  • Experience in Enrollment Management.
  • Increasing levels of responsibility within administrative and/or higher ed career path/industry.
  • Prior supervisory experience.
  • Knowledge of University of South Carolina policies, procedures, and payroll/absence management and HR systems.
  • Proficiency with various forms of technology and software programs.

Knowledge/Skills/Abilities

  • Excellent written and verbal communication skills.
  • Keen attention to detail.
  • Considerable computer mastery with specific knowledge of Microsoft Office Suite (Word, PowerPoint, Excel, and Outlook) and Adobe Acrobat.
  • Strong analytical and problem-solving skills.
  • Capacity to learn web-based financial and HR systems.
  • Ability to correctly interpret and implement policies and procedures, and understand the application of rules and regulations.
  • Ability to supervise effectively.
  • Ability to establish and sustain positive working relationships with staff, co-workers, administrators, and campus partners.
  • Ability to manage sensitive situations with confidentiality and discretion.
  • Ability to effectively manage time and prioritize tasks.
  • Possess a positive, team-oriented attitude.
  • Ability to appropriately manage and prioritize multiple concurrent tasks of a varied nature.
  • Excellent organizational skills.
  • Ability to identify operational problems and anticipate needs in advance, make appropriate recommendations, and implement sound solutions.
  • Ability to write, develop, coordinate, and communicate policies, procedures, and strategic planning.
  • Ability to prepare reports and presentations.
  • Ability to maintain confidentiality and be sensitive to the private nature of personnel and financial information.
  • Ability to work independently with little direction as well as collaboratively within a team.
  • Ability to handle special constituent issues with discretion and tact.
