Reporting to the University Executive Budget Director, the Director of Budget and Administration for System Administration and Shared Services is responsible for strategic financial planning and management, reporting and budgeting, managing the overall and individual budgets of multiple divisions and providing input, guidance, and recommendations to facilitate fiscal decisions of university leadership.

The Budget Director will be responsible for the thorough and accurate financial analyses of factors that may impact the System Office operating budget, as well as on-going development of budget policies and best practices and procedural improvements. The Director will communicate and present financial information to both financial and non-financial stakeholders.

NOTE: Until further notice, this position is eligible for a hybrid work schedule.

Director of Budget and Administration, System Administration and Shared Services

Key Responsibilities

  • Develop, implement and monitor the University’s annual and multiyear System Office operating budget for multiple divisions and departments.
  • Oversee regular annual and multiyear expense and revenue forecasts to support strategic, mission-driven, long-range financial planning.
  • Serve as the primary budget liaison for all System Office departments; provide guidance and technical assistance on budget matters to divisional and department leaders as well as budget management training to department budget managers.
  • Oversee transactional activity for System Administration and Shared Services operations and the review and monitoring of financial transactions, budget balances and revenue and expenses.
  • Oversee and manage budget activities for University wide initiatives for IT, library, student services and operations.
  • Prepare regular and ad hoc analyses and reports as needed by University financial leadership and divisional and department customers.
  • Review and assess system and operational issues to improve overall workflows.
  • Maintain datasets for expenses, revenue, staffing, and other indicators to support strategic planning.
  • Collaborate on special projects as required, including technology implementation and upgrades and State and City impact analyses.

CUNY Title Overview

  • Directs the budgeting function of a College or major program as well as related accounting operations.
  • Formulates, prepares and oversees financial plans and budgeting processes
  • Manages all financial reporting and compliance activities, including preparation of financial statements, statistical reports, and funding determinations
  • Liaisons with internal and external financial auditors as well as various College, University and governmental representatives
  • Oversees analytical reporting and provides strategic financial guidance to support decisions regarding resource allocations and operational planning
  • Manages professional staff responsible for budget projections, allocations and transactions
  • Performs related duties as assigned.

Qualification & Requirements

Minimum

  • Bachelor’s Degree and eight years’ related experience required.

Preferred

  • The position requires knowledge of NYS, NYC and CUNY policies regarding budget, finance, HR, procurement and accounts payable.
