Description

The System Compliance Director assists with overseeing UNC Healthcare System (UNC HCS) Hospital Compliance program. Functioning as an objective reviewer and evaluator of compliance issues and concerns within UNC HCS, the Director investigates and reviews activities for the purpose of supporting regulatory compliance. Works to evaluate, analyze, or assess the risks associated with business processes including coding and billing, work plans, regulations and policies. Conducts risk assessment, root cause analysis, performance metrics, process design, and technology pre-implementation. Oversees the work of compliance personnel across UNC Healthcare System by working with staff and leadership to assure that all hospitals and hospital-based services are in compliance with regulatory standards. This person is highly engaged with all levels of employees within the UNC Health Care System.

Key Responsibilities

  • Supervises Program Managers regarding management of entity compliance programs. Manages staff to perform the required duties of the function in an efficient and effective manner, and in accordance with applicable professional standards
  • As Compliance Officer of all owned and contractually managed hospitals in their division, ensures that Compliance programs are developed to meet the expectations of the UNC HCS and conform to professional and regulatory standards. Performs organization-wide risk assessment(s) to identify areas most susceptible to exposure or otherwise needing review. Identify areas for inclusion in the annual audit plan. Maintains current and relevant expertise in key functional areas related to hospital compliance. Creates an organized compliance program that will include standards for auditing and education and a meaningful action plan for implementation.
  • Identifies, documents, and measures specific goals of the department. Communicates in a clear and precise manner with all levels of professional staff including leadership and physicians.
  • In collaboration with the Health Care System Physician Compliance, Privacy, and Audit offices, develops a comprehensive annual Compliance Plan risk assessment. The Director will present the risk assessment to committee and Boards for review and approval. Works collaboratively with other functions in the Compliance and Privacy Department regarding issues of concern.
  • Periodically re-evaluates the control environment to adjust for internal changes, emerging issues and external developments. Provides a balanced coverage to all organizational segments based on priorities identified in the risk assessment and audit plan. Develops and leads education programs that support compliance with policies, regulations, and sound business principles.
  • As Compliance Officer reports to hospital leadership and board and/or board committees regarding current matters, including regulatory guidance, planned and ongoing projects, audits results and corrective action plans, and departmental key performance indicators.
  • Collaborates and advises within the Compliance and Privacy Department, as well as with other Health Care System departments, including Revenue Cycle and Legal, regarding regulatory guidance, policy development, and other emerging issues.
  • Maintains or acquires certifications and memberships necessary to stay current on compliance and healthcare regulations in order to provide professional services in an effective and efficient process.

Qualification & Requirements

Education Requirements

  • Master’s degree in Business Administration, Health Administration or related field.

Licensure/Certification Requirements

  • Certification in Health Care Compliance (e.g., CHC, CHPC, CHRC) required or completion within 12 months of hire.

Professional Experience Requirements

  • Ten (10) years of Compliance experience or related functionality. Applicable work experience maybe used as equivalent work experience.

Knowledge, Skills, and Abilities Requirements

  • Understands and applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
