Description
The Application Delivery Head is responsible for overseeing the successful delivery of software applications and IT solutions across the organisation. This role ensures that application development and deployment processes are efficient, scalable, and aligned with business goals. The role involves managing cross-functional teams, working closely with stakeholders, and driving continuous improvement in application lifecycle management.
Key Responsibilities
Strategy and Planning
- Lead and manage the end-to-end application delivery function across multiple platforms and business domains.
- Act as a single point of contact for senior stakeholders and influencers on all technology matters
- Participate in the development of IT strategic plan to align with the strategic and tactical goals of the business plan
- Provide leadership and alignment in regional efforts to promote shared services to rationalise and consolidate IT resources and derive maximum benefits
- Participate in the identification and evaluation of new technological developments and gauging their appropriateness for the business
- Manage risk especially operational risk, as part of the enterprise-wide risk management framework, and enhance internal control system within the unit
- Drive regional operating model and synergies across the region through best in skills leverage and collaboration.
- Oversee vendor relationships and third-party application delivery.
- Drive adoption of agile, DevOps, and modern application development methodologies.
- Identify opportunities to enhance system performance and reduce operational risk.
Business Performance & Management
- Collaborate with business units to define application roadmaps and delivery strategies.
- Ensure timely and high-quality delivery of applications that meet business requirements.
- Trusted business partner who will pro-actively identify business challenges, propose solutions and initiate delivery
- Develop and publish daily/periodic dashboard that will help aide the business in their problem resolution and planning
- Provide leadership in the management of IT services and operations
- Oversee the development, design and implementation of IT projects and strategic initiatives within budget, timeline and meet the expected outcomes
- Plan and manage IT financial and operational budgets
- Participate in management meetings and provide technical direction
- Develop and maintain strong business relationships with business units, key stakeholders and key vendors
- Participate in the regular review with business on system stability, responsiveness, production incident, problem tickets including identification of root cause
- Define overall considerations, including scalability, maintainability, cost, operations and technology principal risk to provide a recommendation
- Participate in PSC, GITSC, Board meetings, contract negotiations and all other meetings as necessary.
People Management
- Ensure effective utilisation of manpower and responsible for monitoring operating cost effectiveness of the unit
- Supervise the IT staff through proper coaching and support to ensure that they adequately discharge their responsibility, while ensuring a meaningful career path
- Develop a high performing team that understand the intricacies of the business
- Motivating the team to achieve the best possible outcome from the available resources and the supporting technology teams
- Identify high achievers and fast track their careers
- Train a successor for the role
- Manage development teams, architects, QA, DevOps, and release managers.
- Define and enforce development best practices, coding standards, and CI/CD processes.
- Track KPIs and performance metrics to measure delivery efficiency and product quality.
- Manage Regional Projects to ensure successful implementation that is within timeline, budget and scope
Regulatory Compliance & Audit
- Contribute to the development and implementation of Group IT policies and procedures to enhance efficiency and effectiveness of IT services and operations
- Ensure compliance with relevant regulatory requirements
- Manage the Info Security landscape, spanning across applications and infrastructure components of the IT portfolio in line with regulatory and group guidelines.
- Ensure compliance with security, data privacy, and regulatory requirements.
- Audit responses and management with stakeholders.
Qualification & Requirements
Qualifications
- Bachelor’s Degree in Computer Science / Information Technology or equivalent.
Professional Qualifications
- Certification in PMP, Scrum Master, SAFe, or ITIL is a plus.
- Experience with cloud platforms like AWS, Azure, or GCP.
- Knowledge of tools like Jira, Git, Jenkins, Docker, Kubernetes, etc.
Relevant Work Experience
- Minimum 15 years experience in managing an IT department in banking industry.
- Excellent knowledge in Wholesale Banking businesses and operations.
Required Competencies and Skills
- Proven leadership experience in people management skills; ability to influence, organisational ability and time management.
- Display good leadership qualities, high commitment and drive to complete assignments.
- Demonstrates ability to build relationships and work well with peers from both business and technology stakeholders and interact effectively with internal and external parties.
- Excellent interpersonal, written and communication skills in English.
- Excellent stakeholder management, vendor management and problemsolving skills.
- Strong understanding of software development life cycle (SDLC), agile methodologies, and DevOps practices
- Experience with enterprise application architectures, cloud platforms, and integration frameworks
- Embody the organisation culture and aligns and support of organisation vision and mission.
