Description

The “general accounting” shared services center (CSP) is the structure responsible for the accounting execution of management acts taken by the operational departments.Hierarchically attached to the Head of Department, the deputy is his or her direct collaborator and participates, as such, in the daily running of the department. His or her missions are to ensure the replacement of the head of department as well as specific missions.

Deputy Head of the General Shared Services Center

Key Responsibilities

  • Ensures the replacement of the Head of Department for:
  • direct supervision of two service offices
  • project monitoring and service representation missions
  • interim team (in case of absence)
  • Participates in various cross-functional projects for the modernization of the community’s accounting and budget (M57, Certification, Development of the Financial Information System, Internal Control)
  • Ensures the implementation and monitoring of management dialogue
  • Manages the overall monitoring of service indicators
  • Implements and manages the internal accounting control system falling under the CSPG
  • Identifies potential malfunctions or sources of improvement in the efficiency and reliability of service management and seeks solutions

Qualification & Requirements

  • Developed managerial and relational skills Ability to anticipate, coordinate and work across departments
  • Mastery of the financial management of local authorities, budgetary and accounting regulations
  • Knowledge of the institutional and regulatory functioning of local authorities
  • Very good command of the administrative and financial execution of public contracts
  • Knowledge of financial information systems and query tools (Business Object)
  • Analytical skills, strength of proposal and initiative
  • Level of studies: Master’s Degree
  • Required qualifications: Master’s in Public Management, or local authority finance
  • Professional experience in a similar position
