Description

Safe Transport Victoria (ST Vic) keeps Victoria moving safely. As the state’s transport safety regulator, its mission is clear: safe transport for all.

With a major digital transformation underway, ST Vic is seeking a CIO to lead technology, culture and ways of working at scale.

Type: 5-year fixed term

Location:Melbourne CBD | Excellent Flexibility

Chief Information Officer – Transformation

Key Responsibilities

As CIO, you will lead ST Vic’s technology transformation and foster a modern, people-focused culture. Key priorities include:

  • Lead a multi-year digital transformation: Develop and implement a technology strategy that enhances community safety.
  • Replatform technology stack: Migrate legacy systems to Salesforce and consolidate approximately 47 systems into six, improving efficiency and data integration.
  • Embed agile, product-led practices: Implement agile and human-centred design (HCD) methodologies across IT and stakeholder projects to ensure solutions meet user needs.
  • Inspire and guide the team: Coach a skilled technology team (three direct reports, approximately 16 total) through change with empathy, clarity, and support, fostering a culture of learning and innovation.
  • Be a trusted advisor: Collaborate with leaders in regulation, compliance, and community safety to align IT initiatives with business objectives and regulatory requirements.
  • Manage complexity and budget: Oversee a transformation budget in a high-governance, compliance-focused environment, balancing innovation with risk management.

In this role, you will do more than maintain systems; you will help shape ST Vic’s future. You will support staff in rethinking processes, streamlining transport safety information management, and ensuring technology delivers tangible safety outcomes for Victorians.

Qualification & Requirements

We are seeking a collaborative, strategic technology leader who excels in transformation and values people as much as technology. You bring:

  • Proven transformation leadership: Extensive experience leading large-scale digital and IT transformations, preferably in the public sector or regulated industries such as utilities, telecommunications, or health. You understand governance and accountability in high-compliance environments.
  • Enterprise platform expertise: Practical experience with major technology migrations, with Salesforce experience highly regarded, and a proven record of consolidating legacy systems into unified platforms.
  • Agile and people-first mindset: A strong commitment to agile and product delivery, as well as human-centred design. You translate user needs into technology solutions and ensure agile practices are meaningfully adopted within your team.
  • Strong business partnership: Exceptional communication and stakeholder management skills. You can explain technical strategies in clear language and build trust with executives, regulators, and operational teams.
  • Empathetic leadership: You are an inclusive, coach-like leader who has successfully guided teams through change with empathy and resilience, inspiring adoption of new ways of working and technologies.
