Description

We are seeking a strategic and innovative Chief Information Officer (CIO) to lead our technology initiatives and drive the digital transformation of our organization. The Chief Information Officer (CIO) will be responsible for managing the entire information technology infrastructure for Tioga County and its associated entities. This role includes overseeing the Department of Information Technology and Communication Services, ensuring the establishment, evaluation, and maintenance of all data systems and infrastructure, as well as communication systems such as the public website for Tioga County government, departments, and agencies.

Key Responsibilities

  • Oversee and direct the activities of the Department of Information Technology and Communication Services.
  • Establish, evaluate, and maintain all information data systems and infrastructure.
  • Manage information communication systems, including the public website for Tioga County government.
  • Develop and maintain comprehensive system documentation, including inventories, warranty status, diagrams, and other relevant documentation.
  • Serve as a strategic business decision advisor, providing expert guidance and counsel to the County Legislature and associated entities on all matters concerning information technology.
  • Lead future planning initiatives using a process of continual improvement.
  • Influence policy within the scope of information technology.
  • Manage and coordinate the delivery of shared IT services to associated municipal entities, interfacing with their respective leadership.
  • Supervise staff within the Department of Information Technology and Communication Services, as well as a small number of contractors.

Qualification & Requirements

  • The ideal candidate will possess extensive knowledge of business practices for technological solutions, NY State County government agencies, and federal and state IT regulations across various sectors.
  • They should be well-versed in IT governance methodologies, network technologies, Microsoft Network Operating Systems, and enterprise messaging systems.
  • Proficiency in database applications, network security, and automation tools is essential.
  • The candidate must also have strong organizational, analytical, and communication skills, with the ability to manage multiple projects, draft complex documents, and supervise staff effectively.

Civil Service requirements

  • The title of Chief Information Officer is Competitive, requiring applicants to meet minimum qualifications established for the position and successfully meet civil service examination requirements.
  • A provisional appointment may be made to this position.
  • Permanent appointment will be dependent upon participation in the examination AND being reachable from the resulting eligible list.

Experience

  • Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in business administration, information technology, engineering, or in closely related fields and six (6) years of full-time work experience (or its part time equivalent) in the field of information systems, three (3) years of which must have been in a technical or advisory capacity which involved the development and/or implementation of a computer system and involved the supervision of subordinates; OR
  • Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate degree in business administration, information technology, engineering, or in closely related fields and eight (8) years of paraprofessional or professional level full-time work experience (or its part time equivalent) in the field of information systems, four (4) years of which must have been in a technical or advisory capacity which involved the development and/or implementation of a computer system and involved the supervision of subordinates; OR
  • An equivalent combination of education and experience as defined in (a) and (b).
  • Industry standard certifications such as Cisco and Microsoft technical certifications, Project Management, ITIL, and others are highly desirable.
