Description
The Chief Information Officer (CIO) position is a critical executive position that reports to the Port of Tacoma Executive Director. This role is responsible to deliver Information Technology services for the Port of Tacoma (Port) and Northwest Seaport Alliance (NWSA). The CIO leads an IT management team consisting of four Sr. Managers and 20 full-time employees and contractors.
Key Responsibilities
Leadership
- Provides strong vision, leadership, and strategic direction to IT leaders and team members.
- Establishes IT strategies with IT leaders and business executives and clearly communicates those strategies with the IT team and the Port of Tacoma and NWSA employees.
- Defines annual IT goals with the IT leaders and ensure IT employees have aligned and well-defined annual goals.
- Refines IT organizational structure and job descriptions to ensure IT competencies and capabilities support the evolving needs of the business.
IT Operational Excellence
- Drives IT Operational Excellence across the IT organization through the adoption of ITIL/ITSM best practices.
- Champions monthly IT Service Management performance reviews and IT process improvements.
- Ensures clear goals and performance objectives for each of the following IT areas: enterprise applications, infrastructure, project delivery, Cybersecurity, and IT service management.
- Facilitates the prioritization of the IT project portfolio and monitors weekly project status and overall portfolio health and financials.
- Leadership role in the business continuity planning, disaster planning, and business recovery planning and execution.
Cybersecurity
- Maintains awareness of current Cybersecurity threats, risks, and industry best practices
- Champions a cybersecurity program in alignment with the “NIST 2.0 Cybersecurity Framework” and the USCG “Cybersecurity in the Maritime Transportation System” to manage business risk across the Port of Tacoma and NWSA.
- Co-chairs the monthly Cybersecurity Oversight Committee to review current threats, risks, metrics, and Cybersecurity program status.
- Ensures annual Cybersecurity assessments, audits, penetration tests, disaster, and incident response tabletop exercises.
Business Partnerships
- Acts as a trusted advisor, building and maintaining relationships with the executive leadership team and departmental directors, to enable the business through technology innovation and process improvement.
- Facilitates the executive IT steering committee to govern IT project investments and the annual IT operating budget.
- Collaboratively develops and drives IT strategies and brings an agile and innovative approach to technology and process improvement opportunities.
- Addresses Port and NWSA business needs in a highly responsive and cost-effective manner through collaboration and interaction with department leaders and participation in their strategic planning.
- Provides information technology and cybersecurity briefings to the Port Tacoma Commissioners and NWSA Managing Members.
Enterprise Application Strategy
- Leads a defined enterprise application strategy built on Microsoft Azure Cloud Services and Dynamics 365 ERP Platform.
- Effectively leads the assessment of business application options and that effectively support the Port and NWSA operations and strategies.
- Champions a data driven approach to managing business processes across the Port and NWSA.
Employee Development and Technology Adoption
- Champions Port and NWSA employee technology adoption and business process improvements to drive efficiency and customer experience improvements.
- Encourages the adoption of Microsoft 365 technologies with Port and NWSA employees.
- Promotes the Digital Workplace On-line learning academy adoption by Port and NWSA employees.
- Ensures IT employee development regarding technical skills, industry best practices, and essential business skills.
Qualification & Requirements
- Bachelor’s in information technology or a related field is required.
- A minimum of ten (10) years of progressively responsible experience in at least two or more areas of information technology is required. Must have experience in leadership through managing multiple divisions and/or departments. Demonstrated experience in managing projects independently, playing a leadership role in a team decision-making environment, and coaching and counseling employees and managers is also required.
- Experience with an Information Technology organization that provides shared services to multiple organizations or lines of business is preferred.
Additional Requirements
- Must have knowledge of the processes and principles of information systems and management best practices.
- Must have had demonstrated success in revamping, implementing, and monitoring the infrastructure and systems needs of an organization to be responsive to the organization’s internal and external priorities.
- Must be able to think and communicate strategically and clearly articulate the technology vision of the Port’s and NWSA’s future and how these best support and anticipate evolving technology needs within organizational strategies.
- Able to align staff resources across multiple departments to meet the needs of the organizations.
- Must possess exceptional people management skills and can multi-task and prioritize the many competing needs within an organization. Comfortable in a culture of change and the ability to bring cohesion within a complex organization.
- Must be skilled in developing, drafting, communicating, and implementing organizational-level policies.
- Team player with an honest and creative approach that encourages innovative thinking to foster a dynamic work environment of trust and collaboration.
- The ability to act with tact and diplomacy, maintain effective relationships with external and internal Port staff and customers and to think and act systemically is also required.
