Description
The Vice Chancellor for Finance and Operations (VC F&O) is responsible for oversight of financial planning, budgeting and management; treasury and risk management; general accounting; facilities planning and construction; purchasing and stores; auxiliary enterprises; campus utilities; transportation and parking; real estate; trademarks and licensing; the N.C. Policy Collaboratory; and the Service Center of Excellence ( SCE ). The VC F&O works with various internal and external constituencies, including the UNC System Office, to improve the effectiveness of the University’s financial and business operations. The VC F&O is the principal finance and business officer of the University and a member of the Chancellor’s cabinet.
Key Responsibilities
- Shared Services: Driving efficiencies by assessing opportunities to centralize certain administrative functions across units while ensuring the model fits the University’s needs.
- Focus on Mission: Evaluating non-mission-driven functions for alternative delivery opportunities.
- Zero-Based Budgeting/Targeted Program Evaluation: Improving fiscal discipline by targeted evaluation of program outcomes and requiring justifications for all expenses, driving cost-saving measures across departments.
- Engagement and Change Management: Encouraging campus-wide participation in cost-saving efforts and fostering a culture of continuous improvement through change management.
- Data-Driven Administrative Review: Use data to evaluate administrative spend and guide strategic decisions about resource allocation to areas of growth or reduction of overhead costs where inefficiencies are identified.
Qualification & Requirements
Minimum Education And Experience Requirements
- Relevant post-Baccalaureate degree required (or foreign degree equivalent) with three years or greater of related professional experience; for candidates demonstrating comparable professional backgrounds, will accept a relevant Bachelor’s degree (or foreign degree equivalent) and five years or greater of relevant experience in substitution.
Required Qualifications, Competencies, And Experience
Minimum of 8-10 years of professional, hands-on experience in strategic planning and analytics. Also:
- Successful managing and delivering a wide variety of analytic solutions to internal and external stakeholders.
- Solid planning, priority setting, and project management skills with experience managing multiple projects and resources concurrently.
- Proven experience influencing a business or marketing strategy through the application and/or management of advanced statistical techniques and data driven solutions.
- Ability to think strategically and ‘big picture,’ including formulating appropriate analytic solutions to solve client business needs.
- Excellent oral and written communication skills and ability to develop relationships across diverse teams (including statistical, technical, and marketing resources).
- Ability to display data visually, creating powerful presentations that effectively demonstrate the value of analytic deliverables to senior level client staff.
- Highly motivated, collaborative, and innovative.
- Proven track record for providing leadership.
Preferred Qualifications, Competencies, And Experience
- Experience in performing these functions in a public research university setting is strongly preferred.
- Strong communication skills.
- Coalition building and collaboration skills.
