Description
The position will be engaged fulltime for a maximum term of five years.
This is a rare opportunity to lead the implementation of People & Culture shared services at enterprise scale.
The P&C Shared Services Lead is a new senior leadership role responsible for the end-to-end delivery of core P&C services, including Payroll, P&C Operations and Talent Acquisition. Reporting to the Director, Shared Services, with a dotted line to the Chief People & Culture Officer, the role sets the direction for how P&C services are delivered across the University – driving a more integrated, efficient and high-performing model.
Operating in a complex and evolving environment, this role will balance service continuity with transformation. You will play a key role in improving service quality, strengthening governance and accountability, and leading system and process uplift (including HCM implementation/optimisation), while ensuring a consistent and positive experience across the employee lifecycle.
This role has high visibility and influence, partnering closely with senior leaders to build trust and confidence in service delivery during a period of significant organisational change.
Key Responsibilities
About the Team
P&C Shared Services currently sits within the People & Culture Division with plans to transition to a newly established Shared Services Division over the coming months. The Division delivers high-volume, high-impact multi-functional services across the University.
In this newly created role, you will lead multiple functions comprising:
- Talent Acquisition

The team supports the full employee lifecycle and works in close partnership with:
- P&C People Partnering team, comprised of Senior People Partners and Advisors,
- Central P&C teams

- University Executives and senior leaders
This environment requires a leader who can bring clarity, drive consistency, and build a strong, service-oriented culture while leading through transformation.
Qualification & Requirements
- We’re looking for a leader who can operate at both a strategic and operational level – someone who can stabilise and uplift services while driving meaningful transformation. You will bring:
- Significant leadership experience across HR/P&C shared services or operations within a complex organisation, with accountability for end-to-end service delivery
- Proven experience leading multi-functional teams (e.g. payroll, HR operations, recruitment) and delivering consistent, high-volume services at scale
- Strong knowledge of payroll governance and compliance, with experience overseeing payroll delivery, managing risk and ensuring audit readiness
- Demonstrated experience designing and embedding service delivery models, including establishing SLAs, KPIs and performance frameworks and actively monitoring performance
- Experience identifying service gaps and inefficiencies, and leading improvements to streamline processes and improve the employee and candidate experience
- Proven ability to lead transformation initiatives, including process optimisation and HRIS/HCM system uplift, ensuring alignment between systems and service delivery
- Strong commercial and risk acumen, with the ability to identify, manage and mitigate operational and compliance risks
- Experience partnering with senior stakeholders to resolve complex service issues, manage escalations and drive improved service outcomes
- A track record of building, leading and developing high-performing, accountable teams through periods of change
Desirable:
- Experience operating in higher education or similarly complex, unionised environments
