Description

Under the direction of the Deputy Commissioner for Shared Services, the Associate Commissioner for the Business Services Center & Chief Business Services Officer is a member of the agency’s executive leadership team and is responsible for overseeing a centralized, quasi-control office which handles transactional human resources and financial administrative functions for over 70 Executive state agencies.

Key Responsibilities

Shared Services Strategy

  • Provide visionary leadership to a diverse team of leaders, managers, and staff across the Business Services Center, fostering a collaborative, customer-focused, and high-performance culture.

Leadership and Management

  • Manage and oversee operations across Business Services Center including setting and communicating strategic direction, establishing service level targets and benchmarks, and setting annual performance goals.
  • Set clear performance expectations, conduct regular evaluations, and provide constructive feedback to ensure team effectiveness and accountability.
  • Align staffing and divisional goals with the OGS strategic plan, the agency’s vision, and legislative mandates.
  • Lead and mentor subordinate leaders and team members, offering guidance and professional development opportunities to enhance their skills and career growth.
  • Oversee annual planning for each of the Business Services Center’s units and its annual budget and spending plan, including personal and non-personal service requirements; and
  • Lead staffing and selection for critical leadership positions within the Business Services Center.

Business Services Center Operations

  • Design and implement initiatives to ensure that all BSC locations deliver world class and consistently effective Finance/HR processes that leverage scale and meet hosted agency requirements.
  • Develop and drive a continuous improvement program to improve the efficiency and effectiveness of all BSC shared services centers.
  • Design a multi-year operating model plan that aligns with the shared services strategy and target operating model.
  • Make key decisions on integration and improvement of shared service including service delivery design, standardization in support of process, staff recruitment and selection in addition to infrastructure development.
  • Work with IT leads to optimize technology solutions, reducing redundant systems while improving transaction accuracy and overall cost.
  • Establish goals and pursue assignments that are related to higher-level, strategic long-term objectives.
  • Review process requirements for and constantly seek to support OGS’ strategic objectives.
  • Align long-term strategies to achieve performance goals and evaluate performance against service and operating level agreements.
  • Lead and champion performance dialogues throughout the BSC, from senior leader touch points to front line huddles.
  • Identify and resolve critical roadblocks and mitigate risks.

Qualification & Requirements

A bachelor’s degree and at least nine (9) years of progressively responsible management experience in a complex organization. Management experience must include supervision of professional staff, oversight of multiple processes, internal and external communications, and strategic planning.

Substitutions: an additional four years of specialized experience, or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; A master’s degree or higher may substitute for an additional year of specialized experience.
