Description
The Director of Engagement Strategy (Director) is accountable for the development and local, on-the-ground implementation of user engagement strategies within the assigned region. This role requires a consistent, visible presence within the community, including regular in-person engagement and outreach with key stakeholders and participation in regional events, meetings, and forums. The Director will work collaboratively to disseminate best practices and drive innovation within the healthcare community, specific to the region. The Director will develop and lead a data driven user engagement strategy that builds upon and significantly expands FL HIE’s existing learning system capacity. The role requires understanding of FL HIE IT systems and service offerings, the healthcare delivery and policy landscape, and provider workflows.
Key Responsibilities
Identify, develop and disseminate best practices and toolkits for providers to adopt FL HIE services, including:
- Establish and maintain a strong regional and physical presence in assigned markets to develop trusted, collaborative relationships with key healthcare stakeholders, including health systems, providers, payers, public health agencies, and community-based organizations.
- Meet participant on-boarding goals set during implementation and beyond.
- Develop User Collaboratives for FL HIE Participants to share and disseminate best practices.
- Conduct in-person and virtual listening sessions with key stakeholders on a quarterly basis and summarize findings for FL HIE Leadership and to inform FL HIE Road Map.
- Significantly enhance FL HIE published collateral to include a regular series of regionally branded issue briefs and toolkits based on summarized learning from FL HIE Participants of their most effective uses of data.
Enhance and improve communication with existing FL HIE Participants
- Work with outreach team and communications staff to develop a strategic road map for user education on existing products, new initiatives, and enhancements.
- Establish yearly thresholds for deliverables related to the road map such as the number of webinars conducted, and the number of overall and unique users engaged.
- Develop strategic goals to improve uptake and use of CSS tools, including regular in-person relationship management to foster deeper partnerships. (For example: Develop a comprehensive strategy to engage community organizations to participate in the referral tool.
- Proactively solicit and develop an engagement strategy with external stakeholders that is responsive, respectful, and solutions oriented. This strategy should include regional, face-to-face meetings to strengthen collaboration and alignment.
Develop, monitor, and seek improvement for key performance indicators.
- Establish benchmarks that effectively capture external stakeholder engagement at baseline and develop a strategy and measurement plan to improve these performance indicators over time.
- Conduct process improvement to reach aggressive targets in data availability and use.
- Work with key FL HIE leadership to prioritize and incorporate needed changes based on learnings from key performance indicator analysis.
Drive implementation of new tools and services
- Develop and implement a data-driven plan to drive broad adoption and increased utilization of FL HIE tools.
- Create processes that effectively capture actionable feedback from users to internal partners to enhance FL HIE offerings.
Proactively communicate with internal and external stakeholders
- Regularly engage FL HIE Participants through a mix of in-person and virtual formats via surveys, stakeholder interviews, annual summits, and listening sessions and report findings to FL HIE leadership.
- Use newly created communications initiatives (user collaboratives, listening sessions, toolkits and other collateral) to promote FL HIE to both internal and external stakeholders.
- Report Key Performance Indicators and other relevant findings to FL HIE leadership as appropriate.
Supervisory Responsibilities
- The Director of Engagement Strategy will supervise all FL HIE Outreach staff and ensure coordination with FL HIE and AHCA as appropriate.
Qualification & Requirements

- Experience developing and leading outreach initiatives
- General understanding of health IT systems and workflows
- Ability to communicate and interact with stakeholders at all levels of the health care system and to work effectively with a wide range of constituencies in a diverse community, including C-level executives
- Outstanding organizational and interpersonal skills with all levels in the organization
- Strong ability in quantitative and qualitative analysis
- Familiarity with web-based tools and other reporting tools, data mining skills a plus
- Strong presentation skills
- Strong leadership, management and team-building skills
- Possession and demonstration of high energy, flexibility, creativity and good judgment
- Ability to communicate effectively, both verbal and written
- Ability to evaluate and solve complex problems and issue
- Familiarity with FL HIE healthcare industry and key stakeholders preferred
- Skilled and knowledgeable in relationship management and communication with key executives/stakeholders
Experience and/or Education Requirements
- Bachelor’s degree required. Relevant certifications, clinical training, or related master’s degree preferred.
- 10+ years of direct operations required, with 4+ years of leadership experience, or equivalent
- Health IT experience preferred.
- Experience developing and implementing engagement strategy, communication, and healthcare industry workflow knowledge preferred.
Additional Expectations: Local Prescence
- This position requires frequent in-region travel to establish and maintain strong face-to-face relationships with stakeholders and partners.
- The Director will be expected to reside within, or in close proximity to, the assigned market area and be recognized as a visible and accessible representative of FL HIE within the community.
- Attendance at local and regional events, meetings, and conferences will be a key responsibility to ensure FL HIE’s relevance and alignment with evolving healthcare needs.
- The Director role is required to be on-prem, in-person face to face at a minimum forty hours a month, at the Tallahassee office.
