Description

The Chief Operating Officer (COO) is a senior executive responsible for overseeing and optimizing the organization’s core operational functions. Reporting directly to the CEO, the COO plays a crucial role in executing strategic goals, ensuring operational excellence, and fostering alignment across multiple departments.

The COO will lead and manage key functions, including Human Capital (HC), Government Relations, Legal, IT, Procurement, and Finance, ensuring seamless integration with organizational objectives. This role requires a strategic mindset, strong leadership abilities, and expertise in driving efficient processes while ensuring compliance and fostering innovation.

Key Responsibilities

Strategy & Governance

  • Develop and implement strategies to optimize performance across all operational functions.
  • Translate organizational vision into actionable operational plans.
  • Monitor key performance indicators (KPIs) and ensure targets are met across departments.

Operational

  • Direct and manage the strategic planning and development of operational procedures and reporting structures to ensure all relevant requirements are fulfilled to deliver high-quality services.
  • Establish overarching goals for the division to ensure effective performance and growth achievement for the organization.
  • Ensure high operational standards, quality and consistent delivery of exceptional customer service and experience.
  • Maximize business values by continually assessing value added opportunities, including value added capital works, additional income generation and cost minimization initiatives.
  • Provide leadership, guidance, and mentorship to department heads across HC, Government Relations, Legal, IT, Procurement, and Finance
  • Foster a collaborative culture, ensuring effective communication and alignment across teams.
  • Build high-performing teams through recruitment, development, and retention strategies.

Financial Accountability

  • Review and challenge the Asset Management Division’s budget to ensure alignment with the Annual Business Plan.
  • Collaborate in the development of Annual Operating and Capital Expenditure Budgets for each Strategic Business Unit (SBU).
  • Oversee the financial performance of each asset, ensuring revenue targets and budget objectives are achieved.
  • Partner with the Investment Team to conduct financial modeling, scenario planning, and feasibility studies in support of investment decisions and capital allocation.
  • Monitor the division’s financial performance against the approved budget, identify areas of unsatisfactory performance (if any), and recommend mitigating actions.
  • Directs and leads the Operating of the finance function and provides support in financial matters to the organization:
  • Lead the translation of overarching strategy into business plans for the Finance Function and ensure that the performance is effectively monitored and managed in order to achieve its mandate.
  • Oversee strategic planning and development of financial policies, procedures and internal controls, in line with Saudi law.
  • Oversee processes for financial forecasting and budgeting, review spending against the budget and swiftly respond to risks of overspending.
  • Ensure adequate reporting on financial performance.
  • Provide expert advice on long-term business and financial planning.

Qualification & Requirements

  • Bachelor’s degree in accounting, Finance, Commerce, or any related degree. Preferably MBA Master’s degree in business administration or related field from a recognized and accredited university is preferred
  • Proven track record in senior leadership roles managing large, diverse hospitality portfolios.
  • Strong financial and business acumen with experience analyzing complex data and financial models.
  • Excellent interpersonal, communication and negotiation skills.
  • Ability to adapt to change and lead strategically in a fast-paced environment.
  • Relevant certifications within the field are preferred.
  • Demonstrated proficiency in oral and written English, while bilingual English/Arabic is preferred.
