Description

The purpose of this group is to accelerate digital transformation of government services for Victorians and shared services across the VPS. The group is central to DGS’ strategic and reform agenda, and drives service on-boarding, customer centricity and transformation including through digital platforms capability. Its priorities are to develop Whole of Victorian Government (WOVG) policies and projects that address the opportunities and risks of digital transformation and WOVG digital platforms and infrastructure that improve productivity and effectiveness.

Director, Regulatory Technology Platforms

Key Responsibilities

  • Managing the technology life cycle for digital platforms that service regulators and other government agencies
  • Building and maintaining effective relationships within the Department of Government Services and with other departments and portfolio agencies
  • Supporting project portfolios that require the area’s digital platforms as well as support for strategic implementations of new capabilities
  • Leading multiple platform teams, including mentoring, coaching and managing the professional development of staff
  • Working collaboratively with other executive officers to manage the group’s staff and deliverables and implementing strategies to build group capability

Qualification & Requirements

  • Knowledge: Experience of providing strategic leadership and vision at a business unit or branch level in the development and delivery of digital platforms and services, with a focus on innovation, viability, customer experience, and revenue generation. Demonstrable skills in effectively leading multi-disciplinary teams to achieve strategic objectives and drive cultural change towards creativity, innovation, and agility.
  • Technology Ownership and Expertise: Experience serving as the accountable technology owner of digital systems across strategic development and operations. Deep understanding of ICT infrastructure, architecture, and security principles, with the ability to plan and direct leaders to develop and implement innovative digital services that align with contemporary community expectations and organizational goals.
  • People and Change Management: Ability to drive positive culture within organisations, empowering managerial staff to help their teams embrace creativity, innovation, and agility in their work. Experience in initiating and being accountable for change or risk management initiatives, and effectively engaging stakeholders at executive level to ensure buy-in and alignment with department and division objectives.
  • Software Delivery and Service Management: Recent experience in delivering best practice ICT services either as a software implementation or a service delivery leader across a range of services. Experience in leading ICT support service, software development or architecture teams to provide timely and high-quality support to internal and external customers, ensuring the reliability, availability, and security of digital services while managing risk.
  • Executive Sponsorship and Stakeholder Engagement: Demonstrable experience of functioning as an executive sponsor for digital process innovation, embedding best practice methodologies, and driving a culture of pragmatism and learning. Excellent executive stakeholder engagement skills, with the ability to effectively communicate with and influence executive peers, senior leadership, and external partners to support digital initiatives and achieve organisational goals.
