Description

Carrier Business Services – Payroll Function currently requires an experienced Payroll Manager to service our Japan employee population, based out of our locations in Japan (Osaki, Tokyo).

Japan Payroll Lead

Key Responsibilities

  • Oversee a team of payroll specialists who process payrolls for Carrier employees located in different prefectures in Japan and in different entities; ensure accurate and timely pay processing, review and approve payments, troubleshoot payroll issues, and resolve concerns and issues
  • Develop the Japan team, providing both hands-on support when required, coaching and supervising, to help them to operate daily/monthly/yearly payroll tasks in a timely manner
  • Develop procedures and supervise the preparation, documentation and disbursement of all payroll payments, taxes, social security administration and employee benefit payments and all payroll-related disbursements to third party
  • Understand the various collective agreements which relates to payroll processing, vacation entitlement, rates, premiums
  • Govern and evaluate current systems (including payroll and time & attendance), processes, and works closely with third party payroll provider to ensure operating efficiency improvements
  • Develop various controlling systems and techniques to ensure payroll activities are conducted accurately and compliantly in accordance with relevant regulations, laws and standards
  • Ensure the monthly local/expatriate payroll data, is reported to the social security company and tax vendor timely
  • Provides technical expertise and advice to senior management on all matters related to the payroll operations and responds to complex queries from senior management
  • Oversees annual government filings and ensures processing of same in a timely and accurate manner
  • Work closely and provide data to other key departments within the organization and other business units
  • Ensure payroll policies and procedures are aligned with legislation and relevant collective agreement requirements and company policies.
  • Analyzes payroll workflow processes; identify areas requiring streamlining and improvement
  • Responsible for providing timely information to compliance with all audit and ethical controls
  • Implements and monitors the effectiveness of recommendations made through periodic reviews and audits. Liaise with Finance Department to implement recommendations
  • Implement and test new/enhanced payroll systems for automation of various functions in the payroll department

Qualification & Requirements

  • University degree and/or diploma in Human Resources, Payroll, Business, or a related discipline
  • CPA/MBA designation would be considered an asset
  • Minimum 8 years of full-time payroll experience in a foreign MNC with local payroll regulations in Japan (Labor rule/Social Security Rule) would be an advantage
  • Fluency in both English and Japanese with strong communication and interpersonal skills (Communicate with the authority/Payroll company/Social Security company/all levels of the organization in Japanese)
  • Experience in leading and developing a team in Japan
  • Strong payroll systems experience (SAP would be an asset)
  • Strong organizational and time-management capabilities
  • Demonstrated experience managing multiple, competing tasks and priorities
