Description

The Sr. Manager leads a team of grants management project staff in support of both Oxfam America’s policy & practice projects and Oxfam Confederation programs funded through U.S. foundations and other donors, as well as general support grants to Oxfam countries, clusters, regions and affiliates.

Key Responsibilities

Staff and Team management

  • Directly supervises 2–3 grants management staff, supporting their project assignments, development, and performance.
  • Allocates team workload and ensures grants are appropriately staffed.
  • Provides onboarding and training to new team members, including fixed-term and project-specific staff.

Portfolio Oversight and Management

  • Working closely with RDL (and applicable Program leads) on the opportunity pipeline providing proposal development support as needed and ensures projects are staffed appropriately, stewarded in a quality manner, on time, on budget throughout implementation and close-out, and in accordance with OUS and donor policies and procedures.
  • Ensures that awards, budgets and reporting schedules are set up in Oxfam America’s finance and award management systems in a timely manner and that related information is updated during the project if changes/amendments are required.
  • Liaises with the Associate Director of Award Management & Compliance and Director of Accounting & Finance to ensure quality financial management in adherence to policies, procedures and compliance matters

Cross-functional Coordination

  • Serves as a liaison between Finance, Resource Development, and Program teams for financial planning, donor reporting, and sub-award oversight.
  • Ensures alignment between programmatic activities and funder requirements.
  • Supports donor-facing staff by providing technical input and documentation for grant proposals and reporting.

Systems and Process Improvement

  • Collaborates with relevant teams to document and refine business processes related to award and sub-award management.
  • Participates in efforts to improve the efficiency and accuracy of grant tracking and compliance systems.

Qualification & Requirements

EDUCATION

  • Bachelor’s degree in international development, nonprofit administration, business, or related field; or equivalent experience.

Experience And Core Competencies

  • 7+ years of experience in grants management, and related administrative functions, preferably in international development, social justice, or nonprofit settings
  • Advanced project management skills and/or certification.
  • Experience supporting monitoring, evaluation, and learning (MEL) by ensuring donor reporting requirements are met, integrating MEL data into grant reporting, and collaborating with program teams to track grant performance and outcomes.
  • Strong staff development, business partnering and customer service experience
  • Experience developing grant budgets, forecasting quarterly cash requirements, and overseeing financial monitoring and compliance across multi-country grant portfolios, with strong working knowledge of donor reporting requirements and funding frameworks for advocacy and development assistance.
  • Exceptional written and verbal communication skills; ability to collaborate effectively across teams and maintain professional relationships in a remote and multicultural environment.
  • Demonstrated initiative, problem-solving ability, and attention to detail.
  • Comfort with digital tools and systems for communication, collaboration, and financial tracking (e.g., Microsoft tools, grant management and ERP systems, CRM, Asana, etc.).
  • Commitment to Oxfam’s mission, including gender justice, racial equity, and human rights.

Preferrred Qualifications

  • Experience working with international teams and partners, particularly in the Global South or in resource-constrained environments.
  • Proficient with financial, project management, CRM and grant reporting platforms/tools.
  • Proficiency in Spanish or French.
  • Working knowledge of compliance requirements for major U.S. donors (e.g., Gates Foundation, USAID, etc.).
  • Experience supporting system improvements and/or documentation of procedures.
