This position is located in the System Shared Services Unit, Information Technology (IT) Department, at SCDMV Headquarters in Blythewood, SC.

Key Responsibilities

  • Oversees the work of application development and integration, web/online development, databases, and systems programming teams, consisting of 10 employees and 14 contractors in meeting system implementation, maintenance and enhancement objectives.
  • Provides leadership for the planning, security, development, testing, quality assurance, implementation, maintenance and enhancement of all agency applications systems. Coordinates requirements with internal and external stakeholders, IT, vendors and other functional users to ensure agency objectives are met.
  • Ensures application development and database teams are working closely with the IT Application Architect on architectural changes and design requirements.
  • Manages the Application Systems budget including providing expense information for hardware, software, licenses, services and support. Submits required quotes and other procurement documents for processing. Ensures timely contract renewals to avoid lapse in coverage or service.
  • Manages personnel including training, EPMS, career counseling, corrective actions, employee recognition, recruitment and termination.
  • Provides project management guidance, review, and approval for team activities and projects. Regularly reviews activities and projects to provide updates to Agency CIO and project managers.
  • Coordinates technology evaluations and selections for hardware, software, services and maintenance in support of technology areas of responsibility. Collaborates with IT leaders and other agency personnel on technical reviews for new technology or technology upgrades, as needed.
  • As a member of the information security incident response team (ISIRT), utilizes available tools, DMV policies, processes and procedures to detect, identify, troubleshoot, isolate, and correct application and database related security issues. Assists other ISIRT team members and responds to emails. ISIRT team members will ensure the CIO and ISO are informed of all actions performed or needed.
  • Other duties as assigned by Agency CIO or executive management.

Qualification & Requirements

Minimum Requirements

  • A bachelor’s degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology.

Agency Requirements

  • Minimum eight (8) years management experience leading application development teams in a client server based multi-tiered environment including web/online services.

Additional Requirements

  • Advanced knowledge in either COBOL or .Net programming languages.
  • Knowledge of relational DB management systems (Oracle or SQL).
  • Ability to lead and manage the work of application developers and database administrators including planning and implementing complex projects.
  • Ability to manage department budgets and resources.
  • Experience cultivating working relationships with customers, users, technical personnel, management, external partners and vendors.
  • Works under minimal guidance of the Agency CIO.
  • Can make independent decisions based upon the experience, knowledge of Agency needs, goals and industry best practices.
  • With CIO direction, provides senior leadership for technology engagements at the enterprise level and works closely with customers, stakeholders, project management, vendors, and IT personnel.
  • Position may require overnight travel and work outside normal business hours.
  • Will be required to have an Agency issued phone and be reachable on the phone at all times.
  • Must live within 40 miles of agency headquarters (Blythewood SC).
