Description

The Head of Financial Shared Services will report as part of the FMSS project as appropriate to the Department of Public Expenditure, NDP Delivery and Reform and other Government Departments and public bodies in line with any governance and oversight arrangements prescribed by the Minister for Public Expenditure, NDP Delivery and Reform.

Key Responsibilities

The Finance Shared Services division is organised across a number of operational and programme management pillars. The Head of Finance Shared Services will have responsibility for leading, managing and reporting on the following programme management pillars:

  • Central Accounting including General Ledger Accounting and Reporting;
  • Financial Operations including Accounts Payable, Receivables and Bank Management;
  • Service and Governance including Customer Service Support, Risk and Audit Management;
  • Programme management including FMSS detailed design, build, test and cutover; and
  • Business readiness including change management and training.

The Head of Finance Shared Services will also be part of the Management Board of the NSSO. Subject to the overall direction and accountability of the CEO, the Management Board promotes:

  • The optimal governance culture in the NSSO;
  • The effective delivery of the NSSO’s mission and objectives, and reporting thereon, as laid down by statute, to the Government and the Minister for Public Expenditure, NDP Delivery and Reform;
  • Coherence and coordination across the NSSO’s objectives and responsibilities;
  • Accountability within the NSSO and to the Minister for Public Expenditure, NDP Delivery and Reform; and
  • A supportive work environment for staff that underpins the fulfilment of the NSSO’s mission; and the effective management of the NSSO in all its operations and responsibilities.

Qualification & Requirements

  • Significant operational management experience at a strategic level in a large scale complex Shared Services environment, and proven ability to lead, manage and motivate a results-oriented team to deliver high performance;
  • A professional accounting qualification and/or have successfully delivered large scale public sector programmes with material budgets;
  • In depth knowledge and experience in managing accounting and statutory compliance and demonstrable experience operating within a strong governance environment;
  • Significant finance detailed process design experience and a deep understanding of accounting principles and their application;
  • Demonstrated ability to lead and manage transformation programmes with a proven track record  to influence and champion change;
  • Significant programme management experience with proven delivery within budget.
