Description
Fraser is seeking a VP and Chief Admin Officer for Specialty Healthcare. In this role you will provide program and operations leadership for Fraser’s Specialty Healthcare Division including Behavioral and Mental Health Individual and Group services, Care Coordination, Targeted Case Management, Day Treatment, Psychological Evaluation, Neuropsychology, Substance Use Disorder, Rehabilitation Therapy, Applied Behavior Analysis (ABA), Psychiatry and Health and Wellness Screening. In addition, this leadership role provides oversight to shared services such as Client Access, Clinical Health and Safety and Program Development, and Compliance.
Key Responsibilities
Related to Specialty Healthcare Operational Strategy Implementation
- Work with Executive Leadership Team to assure appropriate organizational structure/infrastructure is in place to support all specialty healthcare programs and operations. Person centered care is of utmost importance while transforming programs.
- Partner with Executive Leadership Team to develop an accurate and achievable annual budget for specialty healthcare that supports achievement of annual Management by Objectives (MBO) goals. Ensure specialty healthcare programs meet or exceed annual budget.
- Partner with VPs and Directors to provide oversight for all day-to-day operations for all programs under the Specialty Healthcare Division and Clinical Staff Development/Compliance.
- Provide leadership to utilize data and metrics to drive operations activities.
- Create an environment where continuous quality improvement is promoted, embraced, and enacted.
- Keep current in knowledge of healthcare payment models, including value-based models, CCBHC and Center of Excellence strategies (COE).
- Manage the CCBHC model, working with expert resources and Clinical Leadership.
- Support COE and value-based arrangements with third party payors.
- Drive continued strategic growth; work with Fraser Financial Team to create business models and pro Formas for specialty healthcare programs.
- Work with Facilities to maintain and modify clinics to meet healthcare consumer expectations as well as staff needs.
- Work with Fraser Financial Team to determine the right mix of services needed to generate positive overall program margins while supporting community need. Determine productivity and ramp up schedules.
- Support Sr. Vice President, Chief Clinical Officer and Medical Director to optimize clinical care coordination resources, community partnerships, outcomes, and research.
- Manage clinical program decisions during times of inclement weather or other unforeseen events. Balancing risk to staff and clients vs. financial losses incurred when services are not delivered as expected.
- Work with Corporate Compliance Counsel to ensure appropriate pandemic health and safety measures are enacted.
- Utilize feedback from Fraser Client Consumer surveys to improve programs and services.
- Put in place all necessary meeting / communication structures, chair meetings as appropriate.
- Seek, identify, and foster opportunities for cross-division synergy.
- Keep Executive Leadership apprised of progress toward strategic plan implementation.
- Promptly communicate to Executive Team all issues capable of impacting Fraser’s operations and/or strategic plan (e.g., consumer complaints, competitive activities, growth opportunities, market trends, etc.).
- Carry out other duties as assigned by the COO and CEO. (Note: these duties may be given priority from time to time).

- Ensure adherence to all applicable local, state, and federal regulations governing program divisions.
Organizational Compliance Management
- Responsible to assure that all specialty healthcare divisions, programs, and/or functional areas under this reporting chain are in compliance at all times with rules, regulations and contract provisions that apply, including new policy and regulatory changes.
- VPs and Directors should have systems and training in place, open and effective lines of communication, and a commitment to correct issues in a rapid manner.
- Upholds/models Fraser’s culture of compliance.
- Communicate with Corporate Compliance Counsel and CEO, as appropriate.
Other Responsibilities
- Support community outreach to develop strategic relationships.
- Support community representation on committees and in other forums to represent key program initiatives.
Qualification & Requirements
- Master’s degree in healthcare or Hospital Administration or an MBA with a healthcare focus
- 7 + years of behavioral health and/or clinical senior leadership
- 7 + years of extensive Clinical and Mental Health business management experience
- Previous experience managing within a broad-based team with proven ability to manage effectively to overcome obstacles and instill a sense of urgency when appropriate
- Previous experience working in a dyad or matrix structure
- Previous experience managing a diverse program portfolio
- Previous healthcare experience (direct and/or management)
- Knowledge of social determinants of health and future impact on Fraser business models
- Familiarity with payer and provider contract management, including management of payer relationships; ability to partner with finance and revenue cycle to negotiate new contract rates
- Computer proficiency using Microsoft Word, Excel and PowerPoint with proficiency in keyboarding skills required
- Ability to achieve a maintain status of “may provide direct contact for this agency” upon completion of criminal background studies
- Valid Minnesota Driver’s License with acceptable record required
