Description
You will be responsible for transforming the HR Service experience of over people – military and civilian – enabling a strong, effective People function that is underpinned by data and insight. This will require leveraging technology throughout the People function, developing an effective future operating model for the People function that encompasses people services, business services and technology transaction services across multiple delivery channels.
This program forms part of the Corporate Services Modernization Portfolio which is the Defence “cluster” for Enterprise Resourcing Planning and Shared Services Transformation, with a mission to deliver critical enterprise change that will ultimately enable the world class capabilities that ensure the defence and security of the UK.
Key Responsibilities
- Senior Responsible Owner for Defence Human Resource Service Program, which is part of the Corporate Services Modernization portfolio.
- Lead policy and process simplification across the People Function, to enable adoption for the Enterprise Resourcing Planning transformation within Defence HRS.
- Develop a compelling vision, narrative, and technology roadmap to establish the operating model for the future People function.
- Act as the intelligent client, on behalf of the people function, for services delivered by the digital function and other internal supplier organizations (e.g. Defence Business Services).
- Oversight of the HR Functional model, driving coherence with organizational strategic goals, enhancing data architecture and governance and driving a commercial-grade user experience.
- Implementing Haythornthwaite Review of Armed Forces Incentivization (HRAFI) recommendations.
- Leading external engagement with key strategic technology and change partners to ensure the People Function is receiving world class advice on developing its capabilities.
- Engage extensively with internal Defence stakeholders to ensure new efficiency and change activity is coherent, and to learn and share lessons from across the Department to deliver outcomes effectively.
- Line Management and accountability of 2 x SCS1 Deputy Directors and leadership of the circa 40-person Directorate.
- Extensive engagement Defence wide, encompassing the diverse stakeholders covered by the portfolio
- Use targeted financial and data analysis to inform discussions on the strategic transformation process and choices and to guide management through decision-making.
Qualification & Requirements
The successful candidate must be able to demonstrate their experience and skills against the following essential criteria:
- Exceptional transformational leader with a specific background in large scale People transformation, including success with culture and technology change.
- A thought leader within People transformation demonstrating ‘big picture’ knowledge, creating and presenting a compelling vision and clear direction as well as a passion for leading people through change, role modelling positive behaviors illustrating an ability to inspire and engage inclusive, high performing teams.
- Highly effective in leading through a backdrop of uncertainty and ambiguity. You will need to demonstrate your ability in making difficult data driven decisions, ability to apply critical thinking and form key solutions in evolving environments.
- Experienced in influencing, anticipating and balancing the needs of senior stakeholders with sound judgment as well as providing strategic advice, constructive challenge and support to subject matter experts.
- Persuasive, diplomatic and skilled at building strong internal and external stakeholder relationships at all levels, demonstrating an ability to navigate politically sensitive issues, foster collaboration and drive consensus.
