Description

Employed by Hamilton City Council, this position will lead service delivery of Three Water services for nine Councils across the Waikato Region through Council-Controlled Organization (CCO) – Co-Lab.

We are seeking an experienced Shared Services Manager to join our team based in Hamilton. In this role, you will be responsible for leading three teams (27 employees) that manage the ongoing delivery of Trade Waste, Sampling & Analysis and Smart Water services to Councils across the Waikato Region through Co-Lab.

Key Responsibilities

  • Manage and coordinate the operations of shared services teams.
  • Maintain collaborative relationships with key stakeholders.
  • Develop and implement strategies to streamline processes, improve service quality, and enhance operational efficiency.
  • Lead and mentor teams of professionals, fostering a collaborative and customer-focused environment.
  • Ensure compliance with relevant policies, regulations, and industry best practice.
  • Develop and manage budgets, forecasts, and work programs.

This is a great opportunity which enables region wide service delivery providing essential services to Councils and the community.

Some of the key outcomes for this role include:

  • Developing and maintaining key stakeholderrelationships
  • Lead and maintain the relationship between Council and Waikato Local Authority Shared Services
  • Leading the development and implementation of the Shared Services annual strategy, business planning and reporting processes and frameworks for people, service delivery and financial outcomes
  • Financial scrutiny and sound business practices are applied to budgeting and revenue management
    including invoicing of costs to Council service recipients
  • Identification and implementation of improvements, business opportunities and innovation leading to best practice service delivery
  • Identification, management and mitigation of Shared Service operational risks are managed
  • Manage the Shared Services Legal Agreements and associated Schedules
  • Shared Services is a Centre of Excellence with accurate delivery and consistent information to internal and external customers
  • Participates in Civil Defense emergency events and training if required.
  • Improves work processes and systems.
  • Actively participate, comply and engage in all health and safety activities, policies, and practices including Civil Defense

Qualification & Requirements

You will be a a strong people leader that brings everyone on the journey and have experience managing technical teams. To be successful in this role to you will need:

  • A bachelor’s degree in business management, science or engineering.
  • Strong communication and interpersonal skills, with the ability to build relationships and collaborate across departments.
  • Strong analytical and problem-solving abilities, with a focus on continuous improvement and process optimization.
  • Experience leading and coordinating cross-functional teams.
  • Knowledge of best practices in shared services and support operations, including service level agreements (SLAs) and key performance indicators (KPIs).

YOU BRING TO THE ROLE 

  • Relevant tertiary qualification that includes business management, science or engineering.
  • A minimum 10-12 years’ experience at a senior level, with emphasis on leadership and relationship management
  • Experience working in local government (preferred, but not essential)
  • Experience working in in a compliance based environment (preferred, but not essential)
  • Proven leadership skills with demonstrated ability to articulate the corporate vision and take people on a change journey
  • Self-awareness that mindset is the foundation of performance and an ability to develop self and others in this regard
  • Analytical ability and business acumen
  • Highly developed interpersonal and communication skills with the ability to work effectively with a diverse range of stakeholders (internal and external)
  • Demonstrates a broad-based view of strategic issues and perceptive of their longer term and wider implications.
  • Ability to innovate and maintain a big picture focus in a local context.
  • Outstanding communications skills, including the ability to write clear and concise reports, and to give effective oral and visual presentations to internaland external audiences.

  • Excellent analytical and problem-solving skills, able to interpret data and conduct research to inform decisions.
  • Understanding of obligations of local and central government under the Treaty of Waitangi.
