Description

As the Deputy Director for HR Operations and Locations Strategy, you will be responsible for leading the Department’s transactional HR services, ensuring that we have a responsive and cost-efficient HR service for managers and colleagues from recruitment to departure. This involves leading our HR Service Centre, ensuring that we manage our core HR services effectively, including onboarding and payroll, and our Resourcing Hub, supporting the Department to hire the people we need and contributing to our diverse and inclusive culture.

Key Responsibilities

  • Leading MHCLG’s Resourcing Hub to support the department in hiring the people we need, contributing to our diverse and inclusive culture.
  • Leading MHCLG’s HR Service Centre, ensuring that we manage our core HR services effectively, including payroll and onboarding.
  • Leading consultation and implementation of the Department’s location strategy, engaging with staff groups, business leaders and Trade Unions to achieve effective outcomes.
  • Overseeing the Department’s involvement in the cross-government Unity Programme, ensuring that we are prepared to transition to a new HR shared service operation in 2026.
  • Driving continuous improvement and innovation across the HR function, ensuring that user experience is at the heart of our HR services.
  • Developing credible, trusted relationships with senior leaders, across government and externally to drive forward our ambitions and learn from best practice elsewhere.
  • Being accountable for ensuring that budgets are being used effectively.
  • Being a visible functional leader within PC&C, working as part of the wider Senior Leadership Team to set direction.

Qualification & Requirements

  • An inspiring, confident and empowering leader, who can set strategic direction, lead effectively through ambiguity and under pressure, and get the best out of a diverse workforce through promoting an inclusive, high-performance culture.
  • Experience as part of, or leadership of, shared services strategy, including management of future direction, continuous improvement and working with partners in functions such as digital and finance.
  • A track record of operating in relevant senior HR roles across complex and fast-moving organisations with historical variances in terms and conditions. Experience of leading large teams, specifically in service centre environments.
  • Experience of building and sustaining complex, challenging and often competing stakeholder relationships (at all levels). Specific experience of working with external suppliers (including managing performance) and leading Trade Union engagement.
  • Proven experience of driving HR change and transformation activity at scale, ideally in an operational context, and a track record for developing creative solutions and innovative ideas for improvement that you can demonstrate have worked on a large scale.
  • A fully qualified member of the CIPD, or willingness to gain this accreditation as part of your professional development in this role.
