The APAC Regional Payroll Manager is a key role and will lead the payroll function to deliver world-class payroll support and services to our colleagues.

APAC Regional Payroll Manager

Key Responsibilities

  • Define strategy and standard work to validate payroll processing data and documents to ensure within defined thresholds, while adhering to all audit requirements, payroll calendars and payment timelines.
  • Define regional strategy where we have an employee presence (China, India, Japan, Taiwan, Korea, Singapore, Malaysia, Hong Kong, Australia, Indonesia, Vietnam).
  • Define strategy, in coordination with the Director Global Payroll, to ensure the payroll end-to-end process in all countries meets audit timelines, compliant with country legislation and documented understanding of funding for taxes, employee net pay and third-party payments.
  • Define strategy in partnership with the Payroll Systems Analyst to confirm data provided through integration is meeting accuracy and timeliness guidelines.
  • Define, in partnership with, Director Global Payroll a regional payroll processing strategy.
  • Detailed knowledge and understanding of GlobalView, ADP Celergo and eTime and processing payroll.
  • Develop standard work for all regional payroll processes including stakeholder input as required to ensure coordination with regional policy, HR workstreams and finance requirements.
  • Define process for processing annual statements and strategy to communicate to employees to reduce MUDA in employee inquiries.
  • Execute strategy, as defined globally, for managing Tax Exemptions (Student Visas, WA LTC, etc.)
  • Define strategy for year-end processes including working with HR and Finance stakeholders to include all taxable income.
  • Execute regional strategy, in line with global strategy, for collecting equity required to be processed in payroll.
  • Develop strategy to process all opcos under shared service model by optimizing processes and leveraging process improvement tools.
  • Define strategy, in line with global strategy, in defining visual management to easily identify areas for improvement, control limits and adding additional opportunities for measurements to increase optimization.
  • Knowledge and skill set to run standard and create ad hoc reports.
  • Define strategy for payroll calendars to optimize staff in processing all regional payrolls.
  • Identify gaps and seek opportunities for continuous payroll process improvement.
  • Define strategy to execute termination and deceased wage payments compliant with country legislations.
  • Define strategy for processing wage garnishments in compliance with local laws.
  • Define strategy for accurate and on-time governmental reporting and compliance.

Qualification & Requirements

  • Strong analytical and problem-solving skills; ability to combine attention to detail with big picture perspective.
  • Ability to comfortably speak to business line managers, HR and Finance stakeholders and establish a communication cadence.
  • Able to develop effective working relationships with various and diverse stakeholders to gain commitment to payroll strategy.
  • Excellent time management, ability to meet deadlines, and organizational skills.
  • Effective analytical and problem-solving skills
  • Experience preferred working with ADP Global View, ADP Celergo, and ADP eTime.
  • Ability to deliver under tight deadlines, resourceful and solution oriented.
  • Ability to delegate effectively, lead a remote team, while willing to pitch in and help wherever necessary.
  • Thrives in a fast-paced environment and can operate with flexibility.
  • Able to work independently with limited supervision.
  • Ability to gain credibility with Opco’s, influence others and make recommendations for change.
  • Proven track record of consistently meeting goals and objectives.
  • Exhibits strong project skills with the ability to develop functional and technical business requirements and execute the plan facilitating with ADP, HR and/or IT.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in finance or related field with 7 years hands-on experience with a strong understanding of payroll
  • 7-10 years’ experience with regional payroll delivery models working with ADP GlobalView, ADP Celergo or ADP Streamline service models.
  • Experience in regional countries with a presence (China, India, Japan, Taiwan, Korea, Singapore, Malaysia, Hong Kong, Australia, Indonesia, Vietnam)
  • Must be proficient with MS Office software (PowerPoint, Excel, Word, Outlook, Teams, SharePoint).
  • Preferred experience with other collaboration tools such as Miro and Teams Canvas
  • Regional payroll related certifications.
  • Multi-lingual: English, Chinese preferred
