Associate Director, Procurement

Key Responsibilities

  • Lead and drive spend analysis
  • Oversee and lead spend analysis to identify opportunities and devise systematic strategies to achieve cost optimization.
  • Analyze purchasing trend vs vendor performance report to derive relevant purchasing input which can assist in decision making on appointment of vendors and cost-saving exercise.
  • Develop and execute comprehensive procurement strategies that align with organizational goals, with a focus on cost optimization and vendor management.
  • Lead and manage sourcing activities including contract renewal
  • Plan, lead and develop procurement strategy.
  • Assign sourcing request received from BU / Requestor to Lead / Senior Associate, Sourcing to undertake low value sourcing activity (up to RM1,000,000);
  • Perform sourcing activities for high value sourcing activity (>RM1,000,000); and
  • Drive procurement strategy to establish and maintain catalogue.
  • Track procurement savings. Timely reporting on cost reduction and cost avoidance against historical price, average initial submission and budget.
  • Lead and drive spend analysis. Identify opportunities and devise systematic strategies to achieve cost optimization
  • Lead and drive vendor management. Identify and develop strategic vendors to fulfil organizational business need and gain best value proposition deals.
  • Vendor relationship management.
  • Vendor performance and remediation.
  • Other miscellaneous tasks in supporting the Procurement Department, including but not limited to:
  • Drive Procurement transformation (Processes, System, Governance & People).
  • Plan, lead & execute procurement workflow digitization & automation.
  • Lead any relevant project management including planning, scheduling, resource requirements, scope of work and work breakdown structure to ensure project is completed on schedule including strategizing support from other departments.
  • Lead to review and refresh existing policy and/or OS/OPM and develop new policy and/or OS/OPM to reflect current practice in alignment to company strategies.
  • Lead in enforcing procurement governance through training and creating awareness to improve procurement governance adherence.
  • Prepare departmental / management reports, records and statistical data for administrative and internal & external purposes (eg audit).

Qualification & Requirements

  • Degree or Professional Qualification in Purchasing / Supply Chain / Banking / Business Administration, Commerce / Economics / Finance or any other relevant disciplines (Engineering / IT / etc)
  • At least 10 years of working experience in the related field is required for this position
  • At least 5 years in managerial level with staff under supervision
  • Strong project management skills
  • Strong analytical skills including problem solving and analysis
  • Strong negotiation skills
  • Leadership and teamwork
  • Strong collaborative skills
  • Excellent problem-solving abilities
  • Able to communicate well and provide clear guidance to Business Units and suppliers.
