Description

Performs advanced professional and managerial work involving the identification, coordination, design, and implementation of models to assist institutions of higher education to outsource operational services and to procure select services and technologies. Works closely with Texas Higher Education Coordinating Board (THECB) staff and institutions of higher education across the state. This position is responsible for designing, implementing, and communicating strategies, plans, and procedures for the responsible functions. This senior-level position requires heightened communication, engagement, and relationships with divisional staff, cross-agency partners, institutions, and other external stakeholders. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. This position reports to the Associate Commissioner for Workforce Education.

THECB – Director II (Shared Services Coordination)

Key Responsibilities

•    Provides expertise and support to the Associate Commissioner for Workforce Education and works collaboratively with other THECB divisions and institutions of higher education regarding institutions’ operational services.
•    Develops and implements engagement strategy for and collaborates across divisions to manage engagements with institutions through an Institutional Collaboration Center aimed at supporting shared services and partnerships for colleges through services such as digital course sharing, workforce education partnerships, shared administrative services, and others.
•    Facilitates the identification of options/models to outsource select operations, including but not limited to contracts, master services agreements, master product agreements, and other strategies to support operational efficiency across and for institutions of higher education.
•    Coordinates with staff in the Office of General Counsel to develop contracts and agreements.
•    May plan, direct, and supervise the work of others; establish priorities, assignments, and deadlines for projects; and makes staff recommendations to executive management.
•    Prepares reports, presentations and other materials for Coordinating Board meetings, workgroups, and other audiences.
•    Proactively builds and maintains strong, mutually respectful relationships across broad networks of stakeholders, including all levels of state government and institutions of higher education, to encourage the development of innovative strategies related to technical and workforce education.
•    Manages strategic projects and initiatives to advance agency priorities.
•    Performs other duties as assigned.

Qualification & Requirements

Required Minimum Education and Experience:
•    Bachelor’s degree from an accredited college or university.
•    6+ years of experience fostering engagement through leading the creation of partnerships and initiatives with institutions of higher education and key stakeholders.
•    4+ years managing staff.

Preferred:
•    Master’s degree from an accredited college or university in Higher Education Management, Public Policy/Affairs, Business Administration, or related field.
•    Experience in operations in an institution of higher education.
•    Experience managing contracting and procurement processes.

Work is performed in a standard office environment and requires:
