Description
The Director, Safety provides expertise and knowledge of occupational, safety and health federal and local regulations; and environmental management. Plans and implements policies and delivers oversight to employees, contractors, and visitors to DC Water facilities. Oversees the planning and implementation of the Authority’s safety programs. Manages daily activities in areas of occupational health, safety, and environmental management.
Key Responsibilities
- Serves as the highest technical authority relative to outside regulatory agencies in Environmental, Occupational Health and Safety matters.
- Ensures that the Authority meets environmental compliance requirements. Prepares mandated reports on the local, state and federal level. Oversees the internal reporting requirements within the Authority.
- Provides construction safety support to the Rolling Owner Controlled Insurance Program.
- Provides oversight of contractors/vendors who provide goods and services to the Authority.
- Manages budget and staffing needs for the Department of Occupational Safety & Health.
- Performs accident investigations through the use of learning teams to identify root causes and generate recommendations to reduce or eliminate hazards and the development of Enterprise-wide injury and illness prevention strategies.
- Directs/supervises multi-facility safety inspection/risk analysis services for all facilities, construction sites and laboratories to identify/abate recognized safety hazards/loss exposures including fire/life safety.
- Directs/supervises multi-campus hazardous and universal waste disposition in accordance with local, state and federal regulations.
- Plans, organizes, develops and implements required occupational safety training (on-line & classroom based).
- Develops, reviews and revises written safety related plans and policy documents.
- Must establish and maintain effective and professional relationships with work colleagues, supervisors, and managers. Builds team, team skills and capabilities, evaluates performance, and resolves personnel issues.
- Serve as primary liaison with the DC Water Office of Emergency Management and Department of Security.
- Performs other duties and projects as assigned at the discretion of the Vice-President, Shared Services.
Supervisory Responsibilities: Provides daily planning and administration (through subordinate managers) in the selection, assignment, supervision, promotion, discipline, and training of personnel within the Department related to the Department’s functional areas.
Key Working Relationships: Interacts with Senior and Executive Level staff members and employees throughout DC Water, representatives from federal and local governments, high ranking officials from private organizations and agencies, Board of Directors, etc.
Qualification & Requirements
The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.
- Bachelor’s degree in EHS, Safety, Emergency Management, Engineering, or related field from an accredited college or university and ten (10) years of experience associated with a construction environmental health and safety program, inclusive of five (5) years of managerial experience; or equivalent combination of education and experience.
- Certification from the Board of Certified Safety Professionals (CSP), OSH. CIH, CHP, PE, and/or other EHS related certification is required.
- Conduct ongoing long-range planning to identify and implement new programs and policies to insure compliance with changing governmental guidelines and regulations, achieve performance goals, and to pursue best management practices.
- Knowledge of HazMat, DOE, and DOT programs and regulations.
- Skills in communicating orally and in writing to include making presentations before groups.
- Excellent leadership, management, and interpersonal skills.
- Strong analytical, planning, and organizational skills are required.
- Extensive knowledge of hazard/risk analysis to apply EPA, OSHA, and NFPA regulations to address moderate to highly complex health/safety issues.
- Knowledge of training techniques, laws, codes, and regulations pertaining to environmental health and safety.
- Ability to work effectively with people from diverse backgrounds.
- Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).
