Description
Under the direction of the Division Director, the Director of Divisional Operations is responsible for ensuring the efficient development, implementation and operation of the Immigrant and Refugee Services Division programs and processes. As a member of the Division’s senior leadership team, the Director of Divisional Operations supports the Division Director, Department Directors, and Attorney in Charge and serves as a functional and professional link between Divisional department managers, agency executives and line staff, and provides, as needed and assigned, direct supervision to program directors and senior program staff.
Key Responsibilities
- Lead the Division’s strategic planning and quality assurance work, including but not limited to, researching and identifying resources to support planning, innovation, growth, development, funding and implementation of new and existing programmatic initiatives.
- Evaluating, creating and monitoring internal operational practices so as to deliver optimal fiscal and programmatic results.
- Enhancing communication, information sharing and internal decision making processes as well as facilitating vertical communication from and to agency.
- In collaboration with the divisional senior leadership team and the Agency’s development team, lead efforts to identify, pursue and cultivate strategic partnerships and fundraising opportunities; plan, draft and edit public and private funding request submissions, along with required reports and updates for government, corporate, foundation and private funders.
- In collaboration with Directors, assist in the development and implementation of cohesive, impact-oriented and mission-consistent strategy for tracking and projecting program performance and outcome measurement.
- Drive excellence across all operational functions of the Division, including management of grants, contracts, reporting, claims and invoicing to ensure that budget goals are met, while applying margin-control analysis to account for shift in program needs.
- Promote and ensure divisional accountability, planning and effectiveness in communicating with CCCS agency management concerning matters that include, but are not limited to, human resources, payroll, finance, facilities, development, compliance, data, and IT. Develop program impact metrics consistent with relevant plans and create a system of ongoing evaluation, ensuring strong work plans and alignment between individual, team, and organizational goals and priorities.
- Track and oversee revenue and expense generation for divisional programs, to ensure that budget targets are met and/or adjusted as required; coordinate with CCCS Finance team in reviewing, approving and adjusting staff allocations and commitments for non-personnel expenditures; draft budgets and budget modification documents as needed.
- Work with senior leadership team and divisional administrative staff to coordinate, communicate and engage site operations, including, but not limited to office management, administrative workflow, facilities, supplies and assignment of staff.
- Evaluate programmatic needs throughout the Division and provides regular updates to the senior leadership team, including but not limited to analysis and development of staff functional duties and resulting space needs.
- Under the guidance and direction of CCCS Human Resources, provide oversight and training to divisional supervisors regarding staff recruitment, hiring, on-boarding, promotion, evaluation, timekeeping, disciplinary actions and other personnel policies and procedures; submit hiring and promotional requisitions and supporting materials for Human Resources and fiscal approvals; facilitate and promote staff development opportunities.

Qualification & Requirements
- Juris Doctor and/or Master’s Degree in a relevant field of study.
- A minimum of ten (10) years of experience in non-profit operational management.
- Track record of responsibility in program administration at a large not-for-profit operation;
- Demonstrated experience working collaboratively to lead the integration of a complex organization utilizing best practices in management to ensure shared success.
- A strategic thinker who understands how operations support the broader mission of the organization.
- Experience supervising and mentoring others.
- Must be an experienced and strong project manager (both a strategist and an executor able to operate at a high level), detail-oriented, able to prioritize and manage multiple projects with the ability to meet deadlines and perform under pressure.
- Familiarity with program budget process and review.
- Ability to prioritize and handle multiple complex tasks. Able to perform job functions with attention to detail, speed and accuracy. Ability to convene and lead meetings.
- Excellent communication and listening skills. Must be able to make observations and assessments, enjoy working with people.
- Grant-writing and fundraising experience.
- Demonstrated commitment to and experience in immigration program services.
- Commitment to exploring alternative approaches for program management.
- Excellent oral, research, writing, analytical and organizational skills.
- Excellent interpersonal and communication skills.
- Ability to work both independently and in a highly collaborative team environment.
- Ability to work in a fast‐paced environment.
- Ability and experience working with diverse individuals and immigrant communities.
