Description
This position is in Business Operations and Support Services (MR), Manpower and Reserve Affairs (M&RA), Headquarters Marine Corps (HQMC), located at Marine Corps Base, Quantico, Virginia. The incumbent will serve as the Director, Chief Executive Officer, Business and Support Services (MR). The Director/CEO is the senior staff representative to the DC M&RA and the Commandant of the Marine Corps (CMC) for all NAF Business Operations and exercises operational oversight of Marine Corps Hospitality Services (MCHS). Business Operations include the Marine Corps
Exchanges, Buying Operations, Convenience Services, Food and Hospitality Operations, and Support Services contributing to operation and function of all Marine Corps NAF activities and operations such as Finance and Accounting, Human Resources, Information Management, NAF Construction, and Procurement and Contracting Services
Key Responsibilities
- The Director/CEO initiates Marine Corps-wide policies and programs; formulates enterprise-wide strategic plans, objectives, policies, and standards; represents the CMC on matters concerning Marine Corps Business Operations and Support Services, Marine Corps Resale, and MCCS policies and program resource plans; and acts as senior advisor to the Marine Corps Community Services Board of Directors (MCCS BoD).
- The Director/CEO oversees a division of approximately 600 civilian employees and military personnel to develop Service-level policy, strategic plans, and resource requirements for Business Operations and Support Services, including contracts that provide staff support to MR programs. The Director/CEO also provides policy, guidance, and human resources services for over 11,000 NAF civilian employees, of which approximately 4,500 belong to a union.\
- The incumbent exercises fiscal and fiduciary oversight and audit accountability for two Non-appropriated Fund Instrumentalities (NAFIs) generating over $1 billion in sales and oversees the development and execution of support services’ Appropriated Fund (APF) requirements, and the allocation of funds to major command and installation level program operating budgets in excess of $1B annually.
- The Director/CEO exercises responsibility for program development and sustainment of all NAF Business Programs including retail, food, lodging, and commercial recreation; oversees enterprise NAF construction, including sustainment, restoration, and modernization; and serves as program sponsor for $1.1B in NAF Business Operations and related NAF Support Services. The incumbent provides policy, strategic and operational plans, oversight, and fiduciary accountability for NAF treasury investments of approximately $300M, pension plan assets of over $800M, and employee 401K plan assets of over $560M.
- The Director/CEO develops and maintains NAF requirements for Management Information Systems and enterprise architecture support; finance and accounting; retail buying and merchandise management; human resources management including personnel/payroll; fixed assets management; food and hospitality management; the integrated library system; recreation tracking; and the retail electronic point-of-sale system. The incumbent also oversees an information technology network supporting over 100 business, support, and family readiness support applications for MWR and Warrior and Family Services.
Qualification & Requirements
- Demonstrated success managing the corporate headquarters of a multi-service commercial business operation, including comprehensive knowledge leading business practices employed by private industry in a for-profit configuration.
- Familiarity with federal financial management, specifically, a knowledge of the distinctions between non-appropriated and appropriated funds and the permissible uses of each.
- Comprehensive knowledge of shared services planning and delivery models, and methodologies of effective and efficient operations to support enterprise-wide requirements.
- Knowledge of organizational structure that demonstrates a thorough understanding of, roles, functions, protocol, terminology, and the ability to effectively communicate with personnel of all ranks and positions including senior officers, enlisted, and civilians.
- Knowledge of Congressional Committee processes to include procedures necessary to organize, plan, and deliver testimony, and represent the Marine Corps position.
Education
A minimum of a four-year degree from an accredited university is highly desirable.
