Description

oin the City of Boise’s Public Works executive team! The Public Works Deputy Director of Shared Services supports the director in overseeing the administrative, business strategy, and engineering functions of the Public Works Department. This role is part of a departmental restructuring aimed at streamlining operations, improving leadership for better decision-making and oversight, and creating new career opportunities.

Deputy Director of Shared Services

Key Responsibilities

  • Manages the work of professional and technical staff across a variety of functions, ensuring adequate resources are available to achieve objectives. Coordinates with other deputy directors on staff and professional training, development and required regulatory licensures.
  • Coordinates and directs operations for all shared services divisions, including engineering, business strategy, administration, financial and budget services and utility billing. Ensures effective and efficient operation of public facing projects and services and provides project management, administrative support and business planning for Public Works. Develops and implements various division goals, objectives, programs, policies and processes to align with short- and long-term strategic plans. Ensures department alignment with broader city initiatives.
  • Coordinates amongst Public Works deputy directors to ensure alignment and consistency of strategy and standardized business processes across the department highlighting and implementing best practices.
  • Leads planning and strategy development for Public Works, partnering with the Public Works Commission, city and community leaders and deputy directors to ensure alignment, monitor progress on timelines and deliverables and provide routine updates.
  • Oversees financial and budget planning and development for Public Works. Oversees cost of service studies, rate analyses and financial modeling to ensure the division operates within its approved budget.
  • Serves as lead for coordination with the shared service affinity group including the Human Resources (HR) Department, the Information Technology (IT) Department, the Finance Department, and the Department of Organizational Effectiveness. Oversees department wide information and technology planning and coordination of implementation with the IT department. Oversees department wide recruitment, staff and professional training, workforce development, required regulatory and professional licensures and coordination of implementation with the HR department.
  • Ensures compliance with federal, state and local laws and regulations. Oversees compliance reporting and documentation, audit procedures, findings and resolutions. Responds to public and regulatory inquires, providing reports, documentation, or other information to address questions and/or concerns.

Qualification & Requirements

Required Knowledge, Experience, And Training

  • Bachelor’s degree in engineering, environmental science, financial management, business administration, or
  • a related field and 15 years of progressively responsible experience in a public works agency, construction management or financial/project management, including at least 5 years of managing professional and technical staff.

Knowledge Of

  • project management, financial best practices, and strategy development;
  • supervisory skills, staff development and team development;
  • budget planning and analysis;
  • pertinent federal, state, and local laws and regulations; and
  • computer usage including related software.

Ability To

  • manage a diverse workforce and resolve personnel issues;
  • resolve challenges and respond to unforeseen issues;
  • understand, interpret, and apply rules, regulations, policies, and procedures;
  • communicate effectively in the English language at a level necessary for efficient job performance; and
  • perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

  • Master’s degree in engineering, environmental science, financial management, business administration, or
  • a related field and background in various facets of public works, construction management or financial/project management.
  • Experience managing multi-million-dollar budgets and a diverse set of facilities.
  • General knowledge of the practices and principles of engineering .

Licensing And Other Requirements

Valid state-issued driver’s license.
